قررت وزارة التعليم تعديل الصلاحيات الإدارية والمالية والتنظيمية لمديري التعليم في مناطق ومحافظات السعودية، وعزت قرارها إلى «تسهيل الإجراءات والسرعة في اتخاذ القرارات وإنجاز الأعمال وتحديد المسؤوليات بما يخدم مصلحة العمل».

وشمل القرار تفويض 15 مديراً عاماً للتعليم في مختلف المناطق والمحافظات، ومنحهم 41 صلاحية محددة تهدف إلى إعطاء الإدارات استقلالية أكبر في إدارة شؤونها الداخلية، ومن أهم الصلاحيات: الموافقة على نقل الخدمات، الإعارة، قبول الاستقالة والتقاعد المبكر لمن أكمل 25 سنة من الخدمة لشاغلي الوظائف التعليمية والإدارية، ترشيح المنسوبين للبرامج التدريبية والندوات داخل السعودية، الموافقة على الدراسة «عن بُعد» أو المسائية شريطة عدم تحمّل الوزارة تكاليف مالية.

تعليق الدراسة وتحويلها عن بُعد

من الصلاحيات أيضاً الموافقة على التأمين المباشر بما لا يتجاوز 100,000 ريال، واعتماد الصرف من الصندوق التعليمي للحالات الضرورية المتعلقة بالاستعداد للعام الدراسي وتطبيق آلية «الدوام المرن» بما يتماشى مع متطلبات العمل، واعتماد تكليف الموظفين خارج وقت الدوام الرسمي بما لا يتجاوز 66 ليلة في السنة المالية.

كما منح القرار مديري التعليم سلطة تقديرية في الحالات الطارئة، إذ يحق لهم اعتماد تعليق الدراسة في الحالات الطارئة أو تحويلها «عن بُعد» لمدة لا تتجاوز شهراً بالتنسيق مع وكالة التخطيط، واعتبار تغيّب الموظفين حال وقوع الكوارث غياباً بعذر مشروع يستحقون عليه راتباً. إضافة إلى الرفع بطلب إحداث أو إغلاق أو ضم المدارس، والموافقة على استبدال أماكنها داخل المدينة الواحدة وفق المصلحة التعليمية.

صرف التعويضات للمتوفين

منح القرار مديري التعليم سلطات مباشرة لإدارة العمليات التعليمية والمدرسية لضمان استقرار العام الدراسي، ومن ذلك اعتماد قبول الطلبة القادمين من داخل وخارج السعودية، أو المحولين من المدارس الخاصة، ومعادلة شهاداتهم. إضافة إلى اعتماد الجزاءات النظامية في حالات الغش أو المخالفات السلوكية وفق لائحة تقويم الطالب، وأيضاً صلاحية افتتاح الأندية الموسمية، ونقلها أو إغلاقها، واعتماد البرامج والأنشطة غير الصفية. وكذلك إقرار صرف التعويضات للطلبة المتوفين أو المصابين في الحوادث أثناء الذهاب للمدرسة أو العودة منها.

إحداث وإغلاق المدارس

منحت الصلاحيات الجديدة لمديري التعليم إمكانية الرفع بطلبات إحداث مدارس جديدة، أو إغلاق القائم منها، أو ضمها بما يحقق المصلحة التعليمية، إضافة إلى الموافقة على استبدال أماكن المدارس داخل المدينة الواحدة، أو فصل المدارس المشتركة بالتنسيق مع وكالة التخطيط، وغير ذلك من الصلاحيات التنظيمية الأخرى. وأكدت الوزارة، أن قرار تفويض الصلاحيات الجديد لا يعفي المفوضين من المساءلة النظامية في حال عدم التقيد بالأنظمة واللوائح. كما يحق لمديري التعليم تفويض بعض صلاحياتهم لمن يرونه من منسوبي إداراتهم لضمان تدرج المسؤولية وانسيابية العمل.

The Ministry of Education has decided to amend the administrative, financial, and organizational authorities of education directors in various regions and governorates of Saudi Arabia. It attributed its decision to “facilitating procedures, speeding up decision-making, accomplishing tasks, and defining responsibilities in a way that serves the interests of work.”

The decision included delegating authority to 15 general education directors in different regions and governorates, granting them 41 specific powers aimed at providing administrations with greater autonomy in managing their internal affairs. Among the most important powers are: approving the transfer of services, secondments, accepting resignations and early retirements for those who have completed 25 years of service in educational and administrative positions, nominating staff for training programs and seminars within Saudi Arabia, and approving “remote” or evening study provided that the ministry does not bear financial costs.

Suspension of classes and transition to remote learning

Among the powers is also the approval of direct insurance not exceeding 100,000 riyals, and the approval of expenditures from the educational fund for necessary cases related to preparing for the academic year and implementing a “flexible working hours” mechanism that aligns with work requirements, as well as approving the assignment of employees outside official working hours not exceeding 66 nights in the financial year.

The decision also granted education directors discretionary authority in emergency cases, allowing them to approve the suspension of classes in emergencies or to transition to “remote” learning for a period not exceeding one month in coordination with the Planning Agency, and to consider employee absences during disasters as justified absences for which they are entitled to salary. Additionally, they can submit requests for the establishment, closure, or merging of schools, and approve the relocation of schools within the same city according to educational interests.

Compensation for the deceased

The decision granted education directors direct authorities to manage educational and school operations to ensure the stability of the academic year, including approving the acceptance of students coming from inside and outside Saudi Arabia, or transferring from private schools, and equating their certificates. It also includes approving legal penalties in cases of cheating or behavioral violations according to the student assessment regulations, as well as the authority to open seasonal clubs, relocate or close them, and approve extracurricular programs and activities. Furthermore, it includes the approval of compensation for students who have died or been injured in accidents while going to or returning from school.

Establishment and closure of schools

The new powers granted to education directors include the ability to submit requests for the establishment of new schools, or the closure of existing ones, or merging them in a way that serves educational interests, as well as approving the relocation of schools within the same city, or separating joint schools in coordination with the Planning Agency, among other organizational powers. The ministry confirmed that the new delegation of powers does not exempt the delegates from legal accountability in case of non-compliance with regulations and laws. Education directors also have the right to delegate some of their powers to those they see fit from their staff to ensure a gradient of responsibility and smooth workflow.
