الدولة الذكية التي تستشعر مسؤولياتها تجاه شعبها هي التي تستبق الأزمات بالاستعدادات المتكاملة في كل ما يتعلق باحتياجاته الأساسية، وأهم هذه الاحتياجات الأمن الغذائي الذي شاهدنا مشاكل كبيرة فيه في عديد من الدول عندما تنشأ الأزمات وتنشب الحروب، ومن أقرب الأمثلة على ذلك ما حدث خلال جائحة كورونا، ثم الحرب الروسية الأوكرانية، والآن مع الأزمة الكبيرة بين أمريكا وإيران وإغلاق مضيق هرمز بعد حرب ضروس امتدت لأكثر من شهر، وربما يشتعل أوارها مجدداً، سوف تتفاقم أزمة الإمدادات باستمرار تعطل الملاحة، وسيواجه العالم مشكلة كبرى في توفير احتياجاته من الغذاء، لا سيما في البلدان التي تعتمد في كثير من احتياجاتها على الاستيراد.

وقد أحسنت المملكة صنعاً عندما قامت بإنشاء الهيئة العامة للأمن الغذائي التي تنهض بمسؤولية بالغة الأهمية بالتنسيق مع عدد من الجهات ذات العلاقة مثل صندوق التنمية الزراعية وصندوق التنمية الوطني، حيث سبق أن عملت هذه الجهات في مراحل سابقة على تعزيز المخزونات الإستراتيجية وضمان وفرة السلع الغذائية في الأسواق المحلية، والمحافظة على استقرار سلاسل الإمداد، خصوصاً خلال تداعيات جائحة كورونا والأزمة الروسية الأوكرانية وتأثيراتها على الأسواق العالمية.

يوم أمس نشرت «عكاظ» خبراً أكد فيه وزير البيئة والمياه والزراعة رئيس مجلس إدارة صندوق التنمية الزراعية رئيس مجلس إدارة الهيئة العامة للأمن الغذائي المهندس عبدالرحمن الفضلي، أنّ التوجيهات الكريمة الأخيرة من خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز، وولي العهد رئيس مجلس الوزراء الأمير محمد بن سلمان، بدعم المبادرات الوطنية لتعزيز الأمن الغذائي، تجسِّد حرص القيادة الحكيمة على مواجهة الآثار المترتبة على الأوضاع الحالية في المنطقة، وضمان وفرة السلع الغذائية الأساسية، وتعزيز المخزونات الإستراتيجية، واستمرارية الإمدادات في السوق المحلية.

هذا الخبر يؤكد ما أشرنا اليه في مستهل المقال بأن الدول المسؤولة التي تقرأ الأحداث جيداً وتستعد لها بالتخطيط والعمل، تستطيع تقليص آثار الأزمات إلى أدنى حد، وقد شهدنا ذلك في المملكة خلال أحداث كثيرة ماضية، وها هي الدولة تستعد لآثار الأوضاع الراهنة وما يمكن أن يستجد في خضم أزمة قد تتفاقم.

The smart state that senses its responsibilities towards its people is the one that anticipates crises with integrated preparations regarding their basic needs. One of the most important of these needs is food security, which we have seen significant problems with in many countries when crises arise and wars break out. A close example of this is what happened during the Corona pandemic, then the Russian-Ukrainian war, and now with the major crisis between America and Iran and the closure of the Strait of Hormuz after a fierce war that lasted for more than a month, and perhaps its flames will ignite again. The supply crisis will worsen with the continued disruption of navigation, and the world will face a major problem in providing its food needs, especially in countries that rely heavily on imports for many of their needs.

The Kingdom has done well by establishing the Public Authority for Food Security, which takes on a critically important responsibility in coordination with several related entities such as the Agricultural Development Fund and the National Development Fund. These entities have previously worked at earlier stages to enhance strategic stocks and ensure the availability of food commodities in local markets, while maintaining the stability of supply chains, especially during the repercussions of the Corona pandemic and the Russian-Ukrainian crisis and their impacts on global markets.

Yesterday, “Okaz” published a news piece in which the Minister of Environment, Water, and Agriculture, Chairman of the Agricultural Development Fund, and Chairman of the Public Authority for Food Security, Engineer Abdulrahman Al-Fadli, confirmed that the recent generous directives from the Custodian of the Two Holy Mosques King Salman bin Abdulaziz and Crown Prince, Prime Minister Prince Mohammed bin Salman, to support national initiatives to enhance food security, embody the leadership’s keen interest in addressing the repercussions of the current situation in the region, ensuring the availability of essential food commodities, enhancing strategic stocks, and maintaining the continuity of supplies in the local market.

This news confirms what we mentioned at the beginning of the article, that responsible countries that read events well and prepare for them through planning and action can minimize the impacts of crises to the lowest level. We have witnessed this in the Kingdom during many past events, and here the state is preparing for the effects of the current situation and what may arise amid a crisis that could escalate.
