«عكاظ» تنشر النص الكامل لاتفاق وقف النار بين لبنان وإسرائيل.. 10 أيام تفصل الحرب عن السلام – أخبار السعودية
في تطور لافت يعيد رسم مشهد الصراع على الحدود اللبنانية – الإسرائيلية، نشرت وزارة الخارجية الأمريكية النص الكامل لاتفاق وقف إطلاق النار المؤقت بين لبنان وإسرائيل، في خطوة تمهّد لانطلاق مفاوضات مباشرة قد تقود إلى اتفاق سلام دائم، برعاية واشنطن ودفع مباشر من الرئيس دونالد ترمب.
هدنة مشروطة.. وبداية مسار تفاوضي
وبحسب البيان الأمريكي، فإن الطرفين توصلا إلى تفاهم عقب محادثات مباشرة جرت في 14 أبريل، يقضي بتهيئة الظروف لإحلال سلام دائم، مع الاعتراف المتبادل بالسيادة والسلامة الإقليمية، وضمان الأمن على طول الحدود المشتركة.
وأكد الاتفاق أن إسرائيل ولبنان «ليسا في حالة حرب»، وأنهما ملتزمان بالدخول في مفاوضات مباشرة بحسن نية، بوساطة الولايات المتحدة، للوصول إلى تسوية شاملة تنهي النزاع الممتد.
تفكيك السلاح غير الشرعي.. شرط السيادة
وضع الاتفاق بندًا محوريًا يتعلق بحصر السلاح داخل لبنان بيد الدولة، إذ أقر الطرفان بوجود «تحديات جسيمة» بسبب المجموعات المسلحة غير التابعة للدولة، وعلى رأسها «حزب الله»، باعتبارها عاملًا يقوّض السيادة ويهدد الاستقرار الإقليمي.
وشدد النص على أن الجهات المخولة بحمل السلاح هي فقط المؤسسات الأمنية الرسمية اللبنانية، في خطوة تعكس توجهاً دولياً لإعادة ضبط التوازن الداخلي في لبنان.
10 أيام اختبار.. قابلة للتمديد
ينص الاتفاق على وقف الأعمال العدائية ابتداءً من 16 أبريل 2026 عند الساعة الخامسة مساءً بتوقيت الساحل الشرقي للولايات المتحدة، ولمدة أولية تبلغ عشرة أيام، مع إمكانية التمديد بشرط تحقيق تقدم ملموس في المفاوضات، وإثبات لبنان قدرته على بسط سيادته على كامل أراضيه.
وفي المقابل، احتفظت إسرائيل بحقها في الدفاع عن النفس ضد أي تهديدات «وشيكة أو جارية»، مع التزامها بعدم تنفيذ عمليات هجومية داخل الأراضي اللبنانية خلال فترة الهدنة.
التزامات لبنانية بضبط الميدان
ألزم الاتفاق الحكومة اللبنانية باتخاذ خطوات ملموسة، بدعم دولي، لمنع أي هجمات أو أنشطة عدائية ضد إسرائيل من داخل الأراضي اللبنانية، بما يشمل جميع المجموعات المسلحة غير التابعة للدولة.
كما أقر بأن المسؤولية الحصرية عن سيادة لبنان ودفاعه تقع على عاتق مؤسساته الأمنية، دون أي دور لأي جهة خارجية.
واشنطن وسيطاً وضامناً للمسار
دعا الطرفان الولايات المتحدة إلى مواصلة تيسير المفاوضات المباشرة، بما يشمل القضايا العالقة، وعلى رأسها ترسيم الحدود البرية، وصولاً إلى اتفاق شامل يضمن الأمن والاستقرار.
وأكدت الخارجية الأمريكية أن هذه الالتزامات صُممت لخلق بيئة تفاوضية جادة، مع تعهد واشنطن بقيادة جهود دولية لدعم لبنان وتعزيز استقراره الاقتصادي والسياسي.
ترمب: الحرب العاشرة.. فلننجزها!
وفي موازاة الإعلان، كشف الرئيس الأمريكي دونالد ترمب أنه أجرى «محادثات ممتازة» مع الرئيس اللبناني جوزيف عون ورئيس الوزراء الإسرائيلي بنيامين نتنياهو، أسفرت عن الاتفاق على هدنة الـ10 أيام.
وأشار إلى أن لقاءً تاريخياً جمع الطرفين في واشنطن لأول مرة منذ 34 عاماً، مؤكداً تكليفه نائبه جي دي فانس ووزير الخارجية ماركو روبيو، بالتنسيق مع الجانبين لدفع مسار السلام.
وختم ترمب برسالة لافتة:
«كان شرفًا لي حل 9 حروب حول العالم.. وهذه ستكون العاشرة، فلننجزها!».
دعوة للبيت الأبيض.. تمهيد لاتفاق تاريخي
وفي خطوة تعكس جدية المسار، أعلن ترمب عزمه دعوة قيادتي لبنان وإسرائيل إلى البيت الأبيض لعقد أول محادثات جوهرية منذ 1983، مشددًا على أن الطرفين «يتطلعان إلى السلام»، وأن تحقيقه «مسألة وقت»
In a striking development that redraws the landscape of the conflict on the Lebanese-Israeli border, the U.S. State Department published the full text of a temporary ceasefire agreement between Lebanon and Israel, a step that paves the way for direct negotiations that could lead to a permanent peace agreement, under Washington’s sponsorship and direct push from President Donald Trump.
Conditional Truce.. And the Beginning of a Negotiation Process
According to the U.S. statement, both parties reached an understanding following direct talks held on April 14, which aims to create conditions for lasting peace, with mutual recognition of sovereignty and territorial integrity, and ensuring security along the shared border.
The agreement affirmed that Israel and Lebanon “are not at war,” and that they are committed to entering into direct negotiations in good faith, mediated by the United States, to reach a comprehensive settlement that ends the prolonged conflict.
Dismantling Illegal Weapons.. A Condition of Sovereignty
The agreement included a key provision regarding the restriction of weapons within Lebanon to the state, as both parties acknowledged the existence of “serious challenges” posed by non-state armed groups, primarily “Hezbollah,” considering them a factor that undermines sovereignty and threatens regional stability.
The text emphasized that the only entities authorized to carry arms are the official Lebanese security institutions, reflecting an international trend to restore internal balance in Lebanon.
10-Day Trial.. Extendable
The agreement stipulates a cessation of hostilities starting from April 16, 2026, at 5 PM Eastern Time, for an initial period of ten days, with the possibility of extension provided that tangible progress is made in the negotiations and Lebanon demonstrates its ability to exercise sovereignty over its entire territory.
In return, Israel retained its right to defend itself against any “imminent or ongoing” threats, while committing not to carry out offensive operations inside Lebanese territory during the ceasefire period.
Lebanese Commitments to Control the Field
The agreement obligated the Lebanese government to take tangible steps, with international support, to prevent any attacks or hostile activities against Israel from within Lebanese territory, including all non-state armed groups.
It also acknowledged that the exclusive responsibility for Lebanon’s sovereignty and defense lies with its security institutions, without any role for any external party.
Washington as a Mediator and Guarantor of the Process
Both parties called on the United States to continue facilitating direct negotiations, including outstanding issues, primarily the demarcation of land borders, leading to a comprehensive agreement that ensures security and stability.
The U.S. State Department confirmed that these commitments are designed to create a serious negotiating environment, with Washington pledging to lead international efforts to support Lebanon and enhance its economic and political stability.
Trump: The Tenth War.. Let’s Get It Done!
In parallel with the announcement, U.S. President Donald Trump revealed that he had “excellent talks” with Lebanese President Joseph Aoun and Israeli Prime Minister Benjamin Netanyahu, resulting in the agreement on the 10-day truce.
He noted that a historic meeting brought both parties together in Washington for the first time in 34 years, affirming that he tasked Vice President J.D. Vance and Secretary of State Marco Rubio to coordinate with both sides to advance the peace process.
Trump concluded with a notable message:
“It has been an honor for me to resolve 9 wars around the world.. and this will be the tenth, let’s get it done!”
Invitation to the White House.. Paving the Way for a Historic Agreement
In a move reflecting the seriousness of the process, Trump announced his intention to invite the leadership of Lebanon and Israel to the White House for the first substantive talks since 1983, emphasizing that both parties “look forward to peace,” and that achieving it is “a matter of time.”
