مع بدء العد التنازلي لموسم حج 1447، بدأت الجهات المعنية كافة في وضع ترتيباتها لإنجاح الموسم كما هي الحال في كل عام؛ لتسهيل قدوم الحجاج من بلدانهم، وتيسير حركتهم في مكة المكرمة والمشاعر المقدسة. وأعدت كل جهة ما يخصها من مهمات الخطط التشغيلية واللوجستية والأمنية دون أن تترك أيَّ أمر للصدفة في ظل الإمكانات الكبيرة، التي وفّرتها الدولة لضمان حج ناجح وآمن.

على الصعيد التنظيمي، جدّدت الجهات المعنية تأكيد منع غير حاملي التصريح من دخول مكة والمشاعر المقدسة، وفرض عقوبات مشدّدة على المخالفين، وهي الخطوة التي تهدف لتوفير كل سبل الراحة للحجاج النظاميين من الداخل والخارج. وأطلقت الجهات المعنية مبدأ «لا حج إلا بتصريح»؛ لحث الجميع على الالتزام بالنظام والتعليمات لما يحقق حفظ النفس ومنع الضرر. ولقد أظهرت تجارب الأعوام السابقة أن الحملة الأمنية، التي منعت غير النظاميين من دخول مكة والمشاعر، أثمرت عن اختفاء ظاهرة الافتراش، التي أضحت سيرة من الماضي.

وفي هذا الشأن، دعت رئاسة الشؤون الدينية المواطنين والمقيمين إلى الالتزام بالتصريح، مؤكدةً أن الشريعة الإسلامية قامت على جلب المصالح ودرء المفاسد، وأن الالتزام بأنظمة أداء المشاعر والتعليمات يعكس الوعي المجتمعي، ويجسد روح الانضباط الشرعي، وأن مخالفة الأنظمة قد تُفضي إلى الإضرار بالنفس والغير، وهو ما نهت عنه الشريعة الإسلامية.

As the countdown to the Hajj season of 1447 begins, all relevant authorities have started making arrangements to ensure the success of the season, as is the case every year; to facilitate the arrival of pilgrims from their countries and ease their movement in Mecca and the holy sites. Each authority has prepared its operational, logistical, and security plans without leaving anything to chance, given the vast resources that the state has provided to ensure a successful and safe Hajj.

On the organizational front, the relevant authorities have reiterated the prohibition of entry to Mecca and the holy sites for those without permits, imposing strict penalties on violators. This step aims to provide all means of comfort for regular pilgrims from both inside and outside the country. The authorities have launched the principle of “No Hajj without a permit” to encourage everyone to adhere to the regulations and instructions that ensure the preservation of life and prevent harm. Previous years’ experiences have shown that the security campaign, which prevented irregular pilgrims from entering Mecca and the holy sites, has resulted in the disappearance of the phenomenon of overcrowding, which has become a thing of the past.

In this regard, the Presidency of Religious Affairs has called on citizens and residents to comply with the permit requirement, emphasizing that Islamic law is based on bringing benefits and preventing harm. Adhering to the regulations for performing the rituals and the instructions reflects societal awareness and embodies the spirit of legal discipline. Violating these regulations may lead to harm to oneself and others, which is prohibited by Islamic law.
