كشف تنظيم «المركز السعودي للتنافسية والأعمال» عن دمج «المركز الوطني للتنافسية» و«المركز السعودي للأعمال الاقتصادية» في مركز واحد، إذ يهدف هذا التحول التنظيمي إلى تحسين بيئة الأعمال، والارتقاء بترتيب المملكة في المؤشرات والتقارير الدولية ذات الصلة، وتيسير إجراءات بدء الأعمال ومزاولتها عبر أفضل الأساليب والممارسات الدولية.

ووفقاً للتنظيم، يتمتع المركز بالشخصية الاعتبارية العامة والاستقلال المالي والإداري، ويرتبط تنظيمياً برئيس مجلس شؤون الاقتصاد والتنمية، ويكون مقره الرئيس في مدينة الرياض. ويتولى المركز مراجعة الأنظمة واللوائح والقرارات التي تؤثر على تنافسية المملكة، ورصد التحديات والمعوقات التي تواجه القطاعين العام والخاص واقتراح الحلول لمعالجتها، إضافة إلى إدارة المنصة الإلكترونية الموحدة لاستطلاع آراء العموم والجهات الحكومية (استطلاع).

وتضمن القرار تعيين وزير التجارة الدكتور ماجد القصبي رئيساً لمجلس إدارة المركز إلى حين تعيين رئيس للمجلس وفقاً لأحكام التنظيم. ويضم مجلس الإدارة في عضويته ممثلين عن 11 جهة حكومية تشمل وزارات (الطاقة، التجارة، الاستثمار، الاقتصاد والتخطيط، المالية، الموارد البشرية، البلديات والإسكان، العدل، الصناعة والثروة المعدنية)، بالإضافة إلى هيئة الزكاة والضريبة والجمارك، وهيئة الحكومة الرقمية، والرئيس التنفيذي واثنين من المختصين من القطاع الخاص.

ونص التنظيم على أن يكون المركز هو الجهة المرجعية التشريعية والإشرافية على مراكز الخدمة المكانية الموحدة، مع استمرار تطبيق اللوائح المالية والإدارية السابقة إلى حين اعتماد اللوائح الجديدة، على أن يرفع المركز تقريراً سنوياً عما حققه من إنجازات وصعوبات.

The organization “Saudi Center for Competitiveness and Business” has announced the merger of the “National Center for Competitiveness” and the “Saudi Center for Economic Affairs” into a single center. This organizational transformation aims to improve the business environment, elevate the Kingdom’s ranking in relevant international indicators and reports, and facilitate the procedures for starting and conducting business through the best international methods and practices.

According to the organization, the center enjoys public legal personality and financial and administrative independence, and it is organizationally linked to the Chairman of the Council of Economic and Development Affairs, with its main headquarters located in Riyadh. The center is responsible for reviewing the regulations, laws, and decisions that affect the Kingdom’s competitiveness, monitoring the challenges and obstacles facing the public and private sectors, and proposing solutions to address them, in addition to managing the unified electronic platform for surveying public and governmental opinions (Survey).

The decision includes appointing the Minister of Commerce, Dr. Majid Al-Qasabi, as the Chairman of the Board of Directors of the center until a chairman is appointed according to the provisions of the organization. The Board of Directors includes representatives from 11 government entities, including ministries (Energy, Commerce, Investment, Economy and Planning, Finance, Human Resources, Municipalities and Housing, Justice, Industry and Mineral Resources), in addition to the Zakat, Tax and Customs Authority, the Digital Government Authority, and the CEO along with two specialists from the private sector.

The organization stipulates that the center shall be the legislative and supervisory reference for the unified spatial service centers, while continuing to apply the previous financial and administrative regulations until the new regulations are approved, with the center required to submit an annual report on its achievements and challenges.
