مشاهد موجعة تُشعِر كل من يراها بثقل الخطر الذي يحدق بالمجتمع. فهناك من يقود مركبته وكأن حياة الآخرين لا تعني له شيئاً، يندفع بتهورٍ ورعونةٍ قاتلة، غابت معها أبسط معاني المسؤولية. لحظة طيش واحدة قد تُطفئ أحلام أسرة كاملة، ورغبة في الاستعراض قد تترك خلفها جراحاً لا تندمل، ورغم التحذيرات المتواصلة التي تطلقها الجهات المختصة، لا يزال البعض يصرّ على تحويل الطرق إلى مسرح للفوضى، متجاهلين أن أرواح الناس ليست مجالاً للتجربة أو المغامرة. وجاء إعلان الأمن العام عن ضبط عدد من مرتكبي هذه المخالفات الجسيمة ليعيد التذكير بأن حماية الأرواح واجب لا يمكن التهاون فيه، وأن العدالة ستقف دائماً في وجه كل من يعبث بأمن المجتمع وسلامته.
عكس اتجاه وهروب
أعلن الأمن العام ضبط عددٍ من الأشخاص الذين ارتكبوا مخالفات مرورية وجنائية جسيمة، كان من أبرزها ما قامت به دوريات الأمن في منطقة الرياض؛ حيث تمكنت من القبض على قائد مركبة ومرافقه بعد تورطهما في سلسلة من السلوكيات الخطرة؛ فقد تعمّدا عكس اتجاه السير، وصدم مركبة أحد المواطنين عمداً، إضافة إلى قيادة المركبة دون لوحات، وتعريض حياة الآخرين للخطر، ثم الهروب من موقع الحادث في محاولة للإفلات من المسؤولية.
وأوضحت الجهات الأمنية أنه تم استيقاف المتهمين واتخاذ الإجراءات النظامية بحقهما، وإحالتهما إلى النيابة العامة لاستكمال ما يلزم وفق الأنظمة المعمول بها، في تأكيد واضح على أن مثل هذه التجاوزات لن تمرَّ دون محاسبة.
تفحيط وتهور
ضبطت الإدارة العامة للمرور قائد مركبة ظهر في مقطع مرئي وهو يمارس التفحيط ويقود بتهور في أحد المواقع العامة بمدينة الرياض، في سلوك يعكس استهتاراً خطيراً بالأنظمة وتعريضاً لحياة الآخرين للخطر. وقد أقدم المخالف على صدم مركبة أخرى قبل أن يلوذ بالفرار من الموقع، في محاولة للهروب من المساءلة.
وأكدت الجهات المختصة أنه تم القبض على المتهم واتخاذ الإجراءات النظامية بحقه، لاستكمال ما يلزم وفق الأنظمة المعمول بها، في تأكيد على أن مثل هذه التصرفات لن تمر دون محاسبة، وأن حماية الأرواح والممتلكات أولوية لا يمكن التهاون فيها.
إصابات وإتلاف مركبات
وفي محافظة الخفجي، شهد أحد الطرق حادثة مؤلمة بعدما تسبب أحد المفحطين في إصابة أربعة أشخاص؛ إثر ظهوره في محتوى مرئي وهو يصطدم بأشخاص ومركبتين متوقفتين أثناء ممارسته التفحيط في أحد المواقع العامة، وقد نتج عن هذا السلوك الطائش أربع إصابات نُقلت إلى المستشفى لتلقي الرعاية الطبية اللازمة، إضافة إلى أضرار مادية لحقت بالمركبات والموقع. وتمكّنت الجهات الأمنية من إيقاف المتسبب، واستكمال الإجراءات النظامية بحقه.
خبير أمني: هذه جرائم
شدد الخبير الأمني اللواء المتقاعد محمد حسن القحطاني، على أن التعامل مع المخالفات المرورية الخطرة لا يحتمل أي تساهل، مشيراً إلى سلوكيات البعض وهي قلة، لكنها جسيمة باتت تشكل تهديداً مباشراً لحياة مستخدمي الطريق. ومن أبرز هذه المخالفات التفحيط، وعكس اتجاه السير، وقطع الإشارة المرورية، إضافة إلى القيادة بسرعات تفوق الحد المسموح به أو في ظروف غير مناسبة، وتنفيذ مناورات خطرة، وتغيير المسارات بشكل مفاجئ، والقيادة المتعرجة، والتجاوزات غير الآمنة، وعدم ترك مسافات كافية بين المركبات، فضلاً عن الاستخدام الخاطئ للأنوار. جميعها تصرفات تهور قد تقود إلى حوادث مروعة.
وأوضح اللواء القحطاني أن هذه المخالفات، وإنْ بدت في ظاهرها مرورية، إلا أنها في حقيقتها سلوكيات متهورة قد تصل إلى حد اعتبارها جرائم متعمدة لإيذاء الآخرين. فمثل هذه المشاهد تكشف عن حوادث مفجعة ينتج عنها وفيات وإعاقات وضحايا أبرياء، بينما يعيش مستخدمو الطريق حالة من الخوف بسبب من حولوا الشوارع إلى ساحات لاستعراض القوة والتهور.
وأكد أن هذه الأفعال لا يمكن التهاون معها، فتعمُّد إيذاء الآخرين أو التسبب في إصابتهم أو وفاتهم جريمة لا تقل خطورة عن أي اعتداء مباشر. فالتفحيط، أو قطع الإشارة، أو عدم ترك مسافة آمنة، أو الاقتراب الشديد من المركبات الأخرى، كلها ممارسات قد تدفع السائقين إلى ردود فعل مفاجئة تؤدي إلى حوادث قاتلة، ليصبح الأبرياء ضحايا لمتهور تجاوز الأنظمة بوعي وإصرار.
وبيّن اللواء القحطاني أن بعض المخالفين لا يكتفون بارتكاب هذه الأفعال، بل يتباهون بها عبر منصات التواصل الاجتماعي، وكأنها إنجاز يستحق العرض، بينما هي في الحقيقة دليل إدانة واضح ضدهم. فأنظمة المرور حدّدت بوضوح الحالات التي يُعد فيها مرتكب الحادث متعدياً أو مفرطاً، ولن يتردد النظام في محاسبة كل من يعبث بأمن الطريق وسلامة المجتمع
عقوبات مرورية
أوضحت الإدارة العامة للمرور أن عقوبة التفحيط تُعدّ من أشد العقوبات المرورية؛ نظراً لما يمثله هذا السلوك من تهديد مباشر لحياة الآخرين. وتصل العقوبة إلى غرامة مالية قدرها 60 ألف ريال، إضافة إلى حجز المركبة والسجن، وتتضاعف العقوبات بتكرار المخالفة. ففي المرة الأولى يتم حجز المركبة لمدة 15 يوماً وغرامة 20 ألف ريال مع الإحالة للمحكمة، وفي المرة الثانية تحجز المركبة لمدة شهر وتُفرض غرامة 40 ألف ريال، أما في المرة الثالثة فتصل الغرامة إلى 60 ألف ريال مع إحالة المخالف للمحكمة للنظر في مصادرة المركبة.
وبيّن المرور أن هناك مخالفات مرورية أخرى تُعد من الفئة الأعلى خطورة، وتصل غراماتها إلى ما بين 3,000 و6,000 ريال، ومن أبرزها: السير عكس اتجاه الطريق، تجاوز حافلات النقل المدرسي عند توقفها للتحميل أو التنزيل، عدم الوقوف عند نقاط التفتيش أو مراكز الضبط الأمني، إضافة إلى المراوغة بسرعة بين المركبات على الطرق العامة، وهي سلوكيات تشكل تهديداً مباشراً لأمن الطريق وسلامة مستخدميه.
سجن ومصادرة المركبة
أكد المستشار القانوني المحامي أحمد المالكي، أن نظام المرور قد أوضح في المادة 62 أنّ المتسبب في الحادث المروري يُعد متعدياً في حال نتجت عنه إصابة مدة الشفاء منها 15 يوماً فأقل في الحالات التالية (قيامه بالتفحيط، قيادته تحت تأثير المسكر أو عقارات تؤثر على القيادة، تجاوزه الإشارة الحمراء، قيادته عكس حركة السير، تجاوز السرعة المحددة). ويعاقب عند ذلك بالسجن مدة لا تتعدى سنتين وغرامة لا تزيد على 100 ألف ريال أو بإحدى العقوبتين، دون الإخلال بما تقرر للحق الخاص.
وأضاف: نصّت المادة 62 أيضاً على معاقبة كل من ارتكب حادثاً مرورياً متعدياً أو مفرطاً ونتج عنه وفاة أو زوال عضو أو تعطيل منفعة أو جزء منهما، بالسجن لمدة لا تتعدى أربع سنوات وغرامة لا تزيد على 200 ألف ريال أو بإحدى العقوبتين، دون الإخلال بما تقرَّر للحق الخاص.
Heart-wrenching scenes make anyone who sees them feel the weight of the danger looming over society. There are those who drive their vehicles as if the lives of others mean nothing to them, recklessly and dangerously, with the simplest meanings of responsibility absent. A moment of recklessness can extinguish the dreams of an entire family, and a desire for showboating can leave behind wounds that do not heal. Despite the continuous warnings issued by the relevant authorities, some still insist on turning the roads into a stage for chaos, ignoring that people’s lives are not a field for experimentation or adventure. The announcement by public security about the arrest of several perpetrators of these serious violations serves as a reminder that protecting lives is a duty that cannot be taken lightly, and that justice will always stand against anyone who jeopardizes the safety and security of the community.
Driving Against Traffic and Fleeing
Public security announced the arrest of several individuals who committed serious traffic and criminal violations, the most notable of which occurred in the Riyadh region; where security patrols managed to apprehend a driver and his companion after they were involved in a series of dangerous behaviors. They deliberately drove against the flow of traffic, intentionally collided with a citizen’s vehicle, drove without license plates, endangered the lives of others, and then fled the scene of the accident in an attempt to evade responsibility.
The security authorities clarified that the suspects were stopped and legal procedures were taken against them, and they were referred to the Public Prosecution to complete what is necessary according to the applicable regulations, clearly confirming that such transgressions will not go unpunished.
Drifting and Recklessness
The General Traffic Department apprehended a driver who appeared in a video clip practicing drifting and driving recklessly in a public area in Riyadh, in behavior that reflects a serious disregard for regulations and endangers the lives of others. The violator collided with another vehicle before fleeing the scene in an attempt to escape accountability.
The relevant authorities confirmed that the suspect was arrested and legal measures were taken against him to complete what is necessary according to the applicable regulations, emphasizing that such actions will not go unpunished, and that protecting lives and property is a priority that cannot be compromised.
Injuries and Damage to Vehicles
In the Al-Khafji Governorate, a painful incident occurred on one of the roads after one of the drifters caused injuries to four people; following his appearance in a video content where he collided with individuals and two parked vehicles while practicing drifting in a public area. This reckless behavior resulted in four injuries that were transported to the hospital for necessary medical care, in addition to material damages to the vehicles and the site. The security authorities managed to apprehend the perpetrator and complete the legal procedures against him.
Security Expert: These are Crimes
Retired Major General Mohammed Hassan Al-Qahtani emphasized that dealing with serious traffic violations does not allow for any leniency, pointing to the behaviors of some individuals, which are few but serious, that have become a direct threat to the lives of road users. Among the most notable of these violations are drifting, driving against the flow of traffic, running red lights, driving at speeds exceeding the allowed limit or in unsuitable conditions, executing dangerous maneuvers, changing lanes suddenly, swerving, unsafe overtaking, and not leaving sufficient space between vehicles, as well as the improper use of lights. All of these reckless behaviors can lead to horrific accidents.
General Al-Qahtani explained that these violations, although they may appear to be traffic-related, are in fact reckless behaviors that could be considered intentional crimes aimed at harming others. Such scenes reveal tragic accidents that result in fatalities, disabilities, and innocent victims, while road users live in fear due to those who have turned the streets into arenas for showcasing power and recklessness.
He confirmed that these actions cannot be tolerated, as deliberately harming others or causing their injury or death is a crime no less serious than any direct assault. Drifting, running red lights, failing to maintain a safe distance, or getting too close to other vehicles are all practices that can provoke sudden reactions from drivers leading to fatal accidents, making the innocent victims of reckless individuals who consciously and deliberately violate the regulations.
General Al-Qahtani pointed out that some violators do not stop at committing these acts, but rather boast about them on social media platforms, as if they are achievements worthy of display, while in reality, they are clear evidence against them. Traffic regulations clearly define the cases in which the perpetrator of an accident is considered to be negligent or reckless, and the system will not hesitate to hold accountable anyone who jeopardizes road security and community safety.
Traffic Penalties
The General Traffic Department clarified that the penalty for drifting is among the harshest traffic penalties due to the direct threat this behavior poses to the lives of others. The penalty can reach a fine of 60,000 riyals, in addition to vehicle impoundment and imprisonment, with penalties doubling upon repeat offenses. For the first offense, the vehicle is impounded for 15 days with a fine of 20,000 riyals and referral to court; for the second offense, the vehicle is impounded for one month with a fine of 40,000 riyals; and for the third offense, the fine reaches 60,000 riyals with the violator being referred to court for consideration of vehicle confiscation.
The traffic department indicated that there are other traffic violations considered to be of higher danger, with fines ranging from 3,000 to 6,000 riyals, among which are: driving against the flow of traffic, overtaking school buses when they stop for loading or unloading, failing to stop at checkpoints or security control centers, and weaving rapidly between vehicles on public roads, all of which pose a direct threat to road security and the safety of its users.
Imprisonment and Vehicle Confiscation
Legal advisor and attorney Ahmed Al-Maliki confirmed that the traffic system has clarified in Article 62 that the person responsible for a traffic accident is considered negligent if it results in an injury with a recovery period of 15 days or less in the following cases (engaging in drifting, driving under the influence of alcohol or drugs affecting driving, running a red light, driving against the flow of traffic, exceeding the speed limit). In such cases, they are punished with imprisonment for a period not exceeding two years and a fine not exceeding 100,000 riyals or one of the two penalties, without prejudice to what is determined for private rights.
He added: Article 62 also stipulates punishing anyone who commits a negligent or reckless traffic accident resulting in death or loss of a limb or impairment of a benefit or part thereof, with imprisonment for a period not exceeding four years and a fine not exceeding 200,000 riyals or one of the two penalties, without prejudice to what is determined for private rights.
