في كل محطة وطنية مفصلية يتجدّد التأكيد على أن المملكة قامت على مبدأ أصيل لا يتبدل، فالمواطنة رابطة جامعة لا تُقاس بانتماء قبلي أو مناطقي أو مذهبي، ولا تُختزل في خلفية اجتماعية أو تصنيف ضيق، بل تُبنى على معيار الكفاءة والقدرة على العطاء والإخلاص للوطن.

تعيين القيادات في مواقع المسؤولية هو رسالة عملية بأن معيار الثقة هو ما يقدّمه الإنسان من خبرة وتأهيل ورؤية، وما يملكه من قدرة على خدمة الوطن وتحقيق مصالحه العليا. فالدولة حين تختار فإنها تنظر إلى ما يضيفه المسؤول إلى مسيرة التنمية لا إلى أي اعتبار آخر خارج إطار الكفاءة والنزاهة والالتزام.

لقد رسّخت القيادة السعودية عبر عقود طويلة نهج العدل والمساواة بين المواطنين وجعلته أساسًا في الحكم والإدارة، فالأنظمة واضحة في تأكيدها على تكافؤ الفرص والمؤسسات تمضي وفق أطر نظامية تضمن أن يكون السباق إلى المواقع مبنياً على الاستحقاق. وهذا النهج لم يكن شعاراً نظرياً بل ممارسة متواصلة عززت الثقة بين المواطن وقيادته ورسخت شعور الانتماء المشترك تحت راية وطن واحد.

هذه القيم الجامعة أسهمت في تعميق اللحمة الداخلية وجعلت المجتمع أكثر تماسكاً في مواجهة التحديات. فعندما يشعر المواطن أن العدالة تحكم وأن الفرص متاحة على أساس الجدارة، تتعزز روح المسؤولية المشتركة، ويقوى الولاء للوطن والقيادة، ويصبح الاصطفاف خلف المصالح الوطنية خياراً طبيعياً لا يُفرض بل يُختار.

ولعل أبرز ما أثبتته التجارب أن تماسك الجبهة الداخلية كان دائماً صمام أمان أمام كل محاولات الاستهداف أو بث الفرقة. فقد سعت قوى دولية وإقليمية، في مراحل مختلفة، إلى استثمار الفوارق وإذكاء الانقسامات، لكن وعي المجتمع، وعدالة الدولة، وصلابة العلاقة بين القيادة والشعب، أفشلت تلك المحاولات وأحبطت رهانات الفتنة.

إن المواطنة في المملكة ليست توصيفاً إدارياً، بل عقد ثقة ومسؤولية متبادلة، قوامه العدالة وتكافؤ الفرص، وسقفه الولاء للوطن. وكلما تعزز معيار الكفاءة، وترسّخت قيم المساواة، ازداد الوطن قوةً، وتأكد أن وحدته هي حصنه الأول، وأن تنوّع أبنائه مصدر غنى، لا مدعاة فرقة.

At every pivotal national station, it is reaffirmed that the Kingdom is built on a fundamental principle that does not change. Citizenship is a unifying bond that is not measured by tribal, regional, or sectarian affiliation, nor is it reduced to a social background or narrow classification. Instead, it is based on the standard of competence and the ability to give and be loyal to the homeland.

The appointment of leaders in positions of responsibility is a practical message that the standard of trust is what a person offers in terms of experience, qualifications, and vision, as well as their ability to serve the homeland and achieve its higher interests. When the state chooses, it looks at what the official adds to the development process, not at any other consideration outside the framework of competence, integrity, and commitment.

For decades, Saudi leadership has established a path of justice and equality among citizens and made it a foundation for governance and administration. The regulations are clear in emphasizing equal opportunities, and institutions operate within regulatory frameworks that ensure that the race for positions is based on merit. This approach has not been a theoretical slogan but a continuous practice that has strengthened the trust between the citizen and their leadership and solidified a sense of shared belonging under the banner of one homeland.

These unifying values have contributed to deepening internal cohesion and made society more cohesive in facing challenges. When citizens feel that justice prevails and opportunities are available based on merit, the spirit of shared responsibility is enhanced, loyalty to the homeland and leadership strengthens, and aligning behind national interests becomes a natural choice that is not imposed but chosen.

Perhaps the most significant evidence from experiences has shown that the cohesion of the internal front has always been a safety valve against all attempts at targeting or sowing discord. International and regional forces have sought, at different stages, to exploit differences and fuel divisions, but the awareness of society, the justice of the state, and the strength of the relationship between leadership and the people have thwarted those attempts and frustrated the bets on sedition.

Citizenship in the Kingdom is not an administrative description but a contract of trust and mutual responsibility, grounded in justice and equal opportunities, with loyalty to the homeland as its ceiling. The more the standard of competence is strengthened and the values of equality are entrenched, the stronger the homeland becomes, confirming that its unity is its first fortress and that the diversity of its citizens is a source of richness, not a cause for division.
