«الأوروبي»: 300% غرامة شراء غاز روسيا – أخبار السعودية
فرض مجلس الاتحاد الأوروبي غرامة على شراء الغاز الروسي اعتباراً من عام 2027 تبلغ 300% من قيمة الصفقة المبرمة أو 3.5% من حجم الإيرادات السنوية للشركات الأوروبية، وما لا يقل عن 2.5 مليون يورو للأفراد.
وحسبما أفاد بيان صادر عن المجلس: «قد يؤدي عدم الامتثال للقواعد الجديدة إلى غرامات لا تقل عن 2.5 مليون يورو للأفراد و40 مليون يورو للشركات، ولا تقل الغرامة عن 3.5% من إيرادات الشركة السنوية أو 300% من حجم الصفقة المقدر».
حظر الواردات
وفي الشهر الماضي، صادق أعضاء البرلمان الأوروبي على قرار يحظر جميع واردات الغاز الروسي بحلول نهاية عام 2027 كحد أقصى، في خطوة تهدف لقطع مصادر تمويل الحرب الروسية على أوكرانيا.
وينص القرار على حظر تدريجي لشراء الغاز الروسي يُطبق في موعد أقصاه 1 نوفمبر 2027، ليشمل عقود الشراء طويلة الأجل الأكثر حساسية، مع إمكانية فرض غرامات مالية على الشركات التي تتحايل على هذا الحظر.
ومع ذلك، لا يتضمن الاتفاق حظراً تاماً على النفط أو الوقود النووي الروسي اللذين لا تزال تعتمد عليهما دول أوروبية عدة.
اقتراح تشريعي
وقد فضلت «المفوضية الأوروبية» اللجوء إلى اقتراح تشريعي يتطلب الأغلبية المؤهلة بدلاً من الإجماع لتجنب حق النقض (الفيتو) من قبل المجر وسلوفاكيا.
وفي المقابل، تعهد رئيس الوزراء المجري فيكتور أوربان بالطعن في الخطة أمام المحكمة، بينما وصف النائب اليميني المتطرف تيري مارياني القرار بأنه قطيعة تاريخية تعرّض الدول والشركات لمخاطر قانونية جسيمة.
The European Council imposed a fine on the purchase of Russian gas starting in 2027, amounting to 300% of the value of the concluded deal or 3.5% of the annual revenues of European companies, and no less than 2.5 million euros for individuals.
According to a statement issued by the council: “Failure to comply with the new rules may result in fines of no less than 2.5 million euros for individuals and 40 million euros for companies, with fines not less than 3.5% of the company’s annual revenues or 300% of the estimated deal size.”
Import Ban
Last month, Members of the European Parliament approved a decision to ban all imports of Russian gas by the end of 2027 at the latest, in a move aimed at cutting off funding sources for the Russian war on Ukraine.
The decision stipulates a gradual ban on purchasing Russian gas to be implemented by November 1, 2027, including the most sensitive long-term purchase contracts, with the possibility of imposing financial penalties on companies that circumvent this ban.
However, the agreement does not include a complete ban on Russian oil or nuclear fuel, which several European countries still rely on.
Legislative Proposal
The “European Commission” preferred to resort to a legislative proposal that requires a qualified majority instead of unanimity to avoid a veto from Hungary and Slovakia.
In contrast, Hungarian Prime Minister Viktor Orbán pledged to challenge the plan in court, while far-right MP Thierry Mariani described the decision as a historic break that exposes countries and companies to serious legal risks.
