ظلت علاقة المملكة العربية السعودية بجارتها الشقيقة اليمن، على مر الحقب والعهود والسنوات، موسومة بالتقدير، والاحترام المتبادل، والاهتمام المتعاظم بالقضايا التي تهم البلدين، على كافة المستويات؛ السياسية والاقتصادية والاجتماعية والثقافية، في تكامل وتماهٍ اقتضته عوامل الجوار والطبيعة والتداخل المشترك بين الأسر والقبائل،

وأصبح أمن كلا البلدين منعقدًا بأمن الآخر، وأي مؤثر لا بد وأن ينتقل أثره إلى الآخر؛ ولهذا نهضت المملكة نهوض عزم وحزم؛ قائدة التحالف لنجدة اليمن في الملحمة التاريخية «عاصفة الحزم» التي انطلقت، لإعادة الشرعية إلى ربوع اليمن، وإزالة شبح الخطر الحوثي الذي تمدد واستفحل، وأحدث انقلابًا عسكريًا وأمنيًا، ومثّل تهديدًا صارخًا لوحدة اليمن، وسلامة أرضه وترابه، بما حمله من أجندة شكّلت في جوهرها ارتهانًا لأبواق الصفوية، وتمريرًا خفيًا؛ بل وعلنيًا، لخطابها، فكانت «عاصفة الحزم» السيف الذي اجتث ذلك الخطر المحدق، والبلسم الشافي الذي وأد الفتنة قبل أن تستفحل وتستشري.

رافق ذلك المسعى النبيل مسار تنموي قامت به المملكة ممثلة في البرنامج السعودي لإعمار اليمن، بجانب مركز الملك سلمان للإغاثة، اللذين عملا في تزامن من أجل نهضة اليمن وخروجه من كبوته، وضمان استقراره وأمنه، وتضميد جراحه.

ولمّا كانت المملكة من الحرص بحيث لا تقبل أي تدخّل خارجي في حق اليمن وقرار شعبه، فلزمها من باب أولى أن لا تقبل بأي انحراف عن الغايات النبيلة التي نهض بها «تحالف دعم الشرعية»، فما قامت به أبوظبي في جنوب اليمن لا يخرج توصيفه المباشر والصادق عن كونه شقًا للصف، وسلوكًا مجافيًا يعبث بأمن اليمن ويدفع بجنوبه نحو الفوضى والتخريب وعرقلة الجهود التي يقوم بها «التحالف» بقيادة المملكة، فدعم أبوظبي للهارب عيدروس الزبيدي لا يمكن أن يُفهم في أي سياق تبريري، ولا واصف له إلا أنه انحراف واضح عن أهداف «التحالف»، والسعي نحو تحقيق مصالح ذاتية، تتوازى وتتصادم مع مصالح الشعب اليمني الشقيق، وتدفع به نحو التفتيت والتشرذم والاحتراب، بما يعني بداهة خلق واقع أمني قلق سيمتد أثره الحارق بكافة الاتجاهات، أولها أمن وسلامة المملكة وأراضيها وشعبها، وما كان لقيادة المملكة أن تقبل بذلك، ولا أن تغض الطرف عنه، بالغًا ما بلغ تقديرها لأبوظبي وقيادتها، وهو تحرّك؛ بقدر ما يتّسم بالحزم في مواجهة أبوظبي، ينطوي كذلك على قدر كبير من مراعاة أواصر العلاقات بين البلدين الشقيقين، وهو ميزان دقيق، تجلّت فيه حكمة المملكة وقيادتها، بحزم لا رخاوة فيه، وعزم يقرأ التاريخ جيدًا، ويعرف مآلات المواقف، وتقديرات الظروف، وهو موقف تستطيع أن تقرأه بوضوح في مرآة البيت السيّار للحكيم المتنبي، وفيه:

فَإِن يَكُنِ الفِعلُ الَّذي ساءَ واحِدًا

فَأَفعالُهُ اللائي سَرَرنَ أُلوفُ

وسيبقى موقف المملكة على هذا الحال، حريصة على العلاقات الوطيدة القائمة على الاحترام المتبادل، ورعاية المُثل العليا التي تحفظ الأمن والسلام في المنطقة بأثرها، بجانب تأكيدها الذي لا محيد عنه باتخاذ كافة الإجراءات الحازمة والحاسمة حيال أبوظبي لو أنها استمرت في مشاغبة الداخل اليمني بمثل هذه التصرفات غير المقبولة على الإطلاق، والتي تتنافى جملة وتفصيلًا مع أسس ومبادئ «التحالف»، وأهدافه الواضحة والمعلنة.

ولا يذهبن الظن الآثم بالبعض إلى اعتبار أن استضافة المملكة في العاصمة الرياض لقيادات وشخصيات من جنوب اليمن، الأسبوع الماضي، من باب فرض أجندة سعودية عليه، ورسم واقع جديد لا ينسجم ومطالبات وأماني وتطلعات شعب جنوب اليمن، بل جاءت الاستضافة تحضيرًا للمؤتمر الذي دعت إليه المملكة، بتهيئة كافة الظروف اللوجستية للإخوة اليمنيين، للتحاور والتشاور بعيدًا عن أي ضغوط خارجية، وبحثًا لقضاياهم وشؤونهم وفق ما تقتضيه مصلحة بلادهم، والوصول إلى حلول تدفع باتجاه استقراره وشيوع الأمن في ربوعه،

بتأكيد مطلق من المملكة وقيادتها أن خيارات أبناء جنوب اليمن ستظل بأيديهم ورؤاهم، ولا دور للمملكة سوى تهيئة الظروف المناسبة لاتخاذ قرارات خارج دوائر الانفعال والتأثير والضغوط الخارجية، عبر حوار شامل حر وصريح، تشارك فيه جميع الشخصيات والقيادات الجنوبية، دون وصاية من أحد، ودون هيمنة مكوّن من المكوّنات تفرضه جهة بعينها، أو تحمله أجندتها ومطامحها الخاصة والعامة، بما يجعل من مسار الحوار المنتظر في المؤتمر سلسًا ومحدد الأهداف، بتأكيد واحترام كافة الخيارات، بما فيها الدعوات التي تنادي بانفصال الجنوب، فمتى ما كان ذلك خيارًا يمنيًا خالصًا، دون ضغوط من الخارج، فسيجد كافة التقدير والاحترام والقبول من المملكة وقيادتها، قياسًا على موقفها الراسخ من أحقية الشعب اليمني في معالجة قضاياه بنفسه، ولعل هذا ما استشعره الإخوة اليمنيون الذين خرجوا في مليونية جماهيرية شهدتها العاصمة عدن ظهر يوم الجمعة المنصرف، فجاء بيانها معضدًا لموقف المملكة، مثمّنًا لجهودها، مشيدًا بدور قيادتها الرشيدة، في أكثر من فقرة وموضع؛ حيث ذهب إلى القول بصريح العبارة التي لا تحتمل تأويلًا أو مداجاة مؤكدة دعمها الكامل لمسار الحوار الجنوبي الشامل الذي ترعاه المملكة العربية السعودية الشقيقة، باعتباره مسارًا جادًا وصادقًا ومضمونًا وآمنًا ومكملًا لإرادة شعب الجنوب وداعمًا لها، وفرصة تاريخية لترتيب الصف الجنوبي، وصياغة رؤية وطنية تعبّر عن تطلعات شعبنا الجنوبي، وتؤسّس لمسار سياسي منظم، واقعي، وقابل للضمان والتنفيذ، وضامن لخيار استعادة دولة الجنوب كاملة السيادة. على هذا ستظل المملكة، حارسة الأمن العربي، الحريصة على الاستقرار في كل ربوعه، والمضمدة لجراحه، والباعثة على قوائم نهضته وتنميته حتى تبلغ شعوبه ما تأمل وترجو في مستقبل أيامها، ويكفي الدور الذي تقوم به اليوم حيال قضية السودان، والصومال، وليبيا، وسوريا، والقضية الفلسطينية، وكل القضايا التي تنهض بها نهوض حسم وعزم.

The relationship between the Kingdom of Saudi Arabia and its sister neighbor Yemen has, throughout the ages, eras, and years, been marked by mutual respect, appreciation, and an increasing interest in the issues that concern both countries at all levels—political, economic, social, and cultural—due to the factors of proximity, nature, and the shared intertwining among families and tribes.

Security for both countries has become intertwined with the security of the other, and any influence must inevitably affect the other; thus, the Kingdom rose with determination and resolve, leading the coalition to aid Yemen in the historic operation “Decisive Storm,” which was launched to restore legitimacy to the lands of Yemen and eliminate the looming threat of the Houthi movement that expanded and intensified, leading to a military and security coup that posed a blatant threat to Yemen’s unity and the safety of its land and territory, with an agenda that fundamentally represented a subjugation to the voices of the Safavid ideology and a covert, even overt, passing of its discourse. “Decisive Storm” was the sword that uprooted that imminent danger and the healing balm that buried the sedition before it could escalate and spread.

This noble endeavor was accompanied by a developmental path undertaken by the Kingdom, represented in the Saudi program for the reconstruction of Yemen, alongside the King Salman Humanitarian Aid and Relief Center, which worked in synchrony to revive Yemen, help it out of its slump, ensure its stability and security, and heal its wounds.

Given that the Kingdom is keen not to accept any external interference in Yemen’s rights and the decisions of its people, it was only natural that it would not accept any deviation from the noble goals upheld by the “Coalition to Support Legitimacy.” What Abu Dhabi has done in southern Yemen can only be described as a direct and honest division of ranks, a behavior that undermines Yemen’s security and pushes its south towards chaos and destruction, hindering the efforts made by the “Coalition” led by the Kingdom. Abu Dhabi’s support for the fugitive Aidarus al-Zubaidi cannot be understood in any justifiable context, nor can it be described as anything other than a clear deviation from the goals of the “Coalition,” aiming to achieve self-serving interests that parallel and conflict with the interests of the Yemeni people, pushing them towards fragmentation, division, and conflict, which inherently creates a precarious security reality whose harmful effects will extend in all directions, primarily affecting the security and safety of the Kingdom and its lands and people. The leadership of the Kingdom could not accept this nor turn a blind eye to it, regardless of its appreciation for Abu Dhabi and its leadership. This movement, as much as it is characterized by firmness in confronting Abu Dhabi, also embodies a great deal of consideration for the bonds of relations between the two brotherly countries, a delicate balance that reflects the wisdom of the Kingdom and its leadership, with a firmness that knows no leniency, and a determination that reads history well and understands the outcomes of positions and the assessments of circumstances. This position can be clearly seen in the mirror of the wise poet al-Mutanabbi, in which he states:

If the action that displeased one

Then the actions that pleased thousands

The Kingdom’s position will remain as such, keen on the strong relations based on mutual respect and the care of the high ideals that preserve security and peace throughout the region, alongside its unwavering commitment to take all decisive and firm measures against Abu Dhabi if it continues to meddle in Yemen’s internal affairs with such unacceptable behaviors that contradict the foundations and principles of the “Coalition,” and its clear and declared objectives.

Let not the wicked assumption of some lead them to believe that the Kingdom’s hosting in the capital Riyadh of leaders and figures from southern Yemen last week was an imposition of a Saudi agenda upon them, or an attempt to create a new reality that does not align with the demands, hopes, and aspirations of the people of southern Yemen. Rather, the hosting was a preparation for the conference called for by the Kingdom, providing all logistical conditions for the Yemeni brothers to engage in dialogue and consultation free from any external pressures, and to discuss their issues and affairs in accordance with the interests of their country, seeking solutions that promote stability and the spread of security within it.

With absolute assurance from the Kingdom and its leadership that the choices of the people of southern Yemen will remain in their hands and visions, and that the Kingdom’s role is merely to create the appropriate conditions for making decisions free from the circles of reaction, influence, and external pressures, through a comprehensive, free, and frank dialogue that includes all southern figures and leaders, without guardianship from anyone, and without the dominance of any component imposed by a specific party or carrying its own agendas and private and public ambitions, thus making the anticipated dialogue in the conference smooth and goal-oriented, affirming and respecting all options, including calls for the separation of the south. Whenever this is a purely Yemeni choice, free from external pressures, it will find all appreciation, respect, and acceptance from the Kingdom and its leadership, based on its firm stance on the right of the Yemeni people to address their issues themselves. Perhaps this is what the Yemeni brothers felt when they took to the streets in a massive rally witnessed in the capital Aden last Friday, where their statement supported the Kingdom’s position, appreciating its efforts and praising the role of its wise leadership in more than one paragraph and context; it explicitly stated, without room for interpretation or evasion, its full support for the comprehensive southern dialogue process sponsored by the sister Kingdom of Saudi Arabia, considering it a serious, honest, guaranteed, safe path that complements the will of the southern people and supports it, and a historic opportunity to organize the southern ranks and formulate a national vision that expresses the aspirations of our southern people, establishing a structured, realistic, and implementable political path that guarantees the option of restoring the fully sovereign southern state. Thus, the Kingdom will remain the guardian of Arab security, keen on stability in all its regions, healing its wounds, and fostering its renaissance and development until its peoples achieve their hopes and aspirations for the future. The role it plays today regarding the issues of Sudan, Somalia, Libya, Syria, the Palestinian cause, and all the issues it addresses with determination and resolve is sufficient.
