رعى أمير المنطقة الشرقية رئيس مجلس هيئة تطوير المنطقة الشرقية الأمير سعود بن نايف بن عبدالعزيز، اليوم الأحد، بحضور نائب أمير المنطقة الشرقية نائب رئيس مجلس الهيئة ورئيس اللجنة التنفيذية الأمير سعود بن بندر بن عبدالعزيز، حفل افتتاح النسخة الثانية من ملتقى الطرق والنقل، الذي تنظمه هيئة تطوير المنطقة الشرقية بالشراكة مع أمانة المنطقة الشرقية وجمعية هندسة الطرق والنقل لدول مجلس التعاون الخليجي، تحت عنوان: «نمضي بخطى ثابتة.. لمستقبل يواكب رؤيتنا».

وأشاد أمير المنطقة الشرقية بالدعم الكبير الذي توليه القيادة الرشيدةلكافة قطاعات التنمية، وفي مقدمتها قطاع النقل، لما يمثله من ركيزة أساسية ومحرك فاعل للتنمية الاقتصادية، وعنصر داعم لتكامل المنظومة الخدمية ورفع كفاءة المدن.

وأكد الأمير سعود بن نايف أن المنطقة الشرقية تمضي في تنفيذ مشاريع تنموية نوعية في قطاع النقل، ضمن نهج قائم على التكامل بين الجهات ذات العلاقة، وبناء شراكات فاعلة تسهم في تطوير البنية التحتية، ورفع مستويات السلامة المرورية، وتحسين جودة وكفاءة التنقل، بما ينعكس إيجاباً على حياة المواطن والمقيم، ويعزز تنافسية المنطقة ودورها التنموي.

وشهد أمير المنطقة الشرقية توقيع مذكرة تفاهم بين الهيئة مع تجمع مطارات الثاني؛ بهدف تعزيز التعاون المشترك في استكشاف ودراسة جدوى ترخيص وتشغيل مهابط الطائرات المروحية داخل المنطقة الشرقية، إلى جانب بحث فرص تطبيق حلول النقل الجوي المتقدم، ودراسة جدوى تنفيذ حلول التنقل الجوي المتقدم باستخدام المروحيات الكهربائية (eVTOL) وطائرات من نوع (Short Takeoff & Landing STOL)، التي تستخدم مدارج قصيرة للإقلاع والهبوط، ضمن المواقع المحددة من الطرفين لتعزيز الربط الإقليمي، وبما يتماشى مع تنظيم الهيئة العامة للطيران المدني.

كما رعى توقيع اتفاقية تعاون بين الهيئة العامة للنقل ومطارات الدمام، وتهدف إلى تحقيق التعاون والشراكة في مجال ربط مطار الملك فهد الدولي في مدينة الدمام بمدن المنطقة الشرقية عبر الحافلات، بما يسهم في تطوير الخدمات وتعزيز تجربة المسافرين.

وشهد الحفل إطلاق بوابة دراسات النقل بالمنطقة الشرقية، التي تمثل تحولاً نوعياً نحو أتمتة عمليات مراجعة واعتماد الدراسات المرورية للمشاريع الكبرى والمخططات، بما يسهم في رفع الكفاءة وتسريع الإجراءات، وتحسين مستوى التنسيق والتكامل بين الجهات المعنية بالمنطقة الشرقية.

وألقى أمين المنطقة الشرقية المهندس فهد بن محمد الجبير كلمة خلال الحفل، أوضح فيها أن أمانة المنطقة الشرقية تدير شبكة طرق حضرية تمتد لآلاف الكيلومترات، وتخدم ملايين المستخدمين يومياً، مشيراً إلى أن السنوات الأخيرة شهدت تنفيذ وتطوير عدد من المشاريع الاستراتيجية في الطرق والتقاطعات، ومعالجة الاختناقات المرورية، وتحسين السلامة المرورية، إلى جانب العمل بالتكامل مع الجهات ذات العلاقة على تطوير حلول نقل ذكية، ورفع كفاءة الحركة المرورية، وتقليل زمن الرحلة.

كما ألقى الرئيس التنفيذي للهيئة المكلف الدكتور طلال بن نبيل المغلوث كلمة، رفع خلالها الشكر والامتنان لأمير المنطقة الشرقية رئيس مجلس الهيئة على رعايته ودعمه المستمر، مؤكداً أن هذه الرعاية تسهم في تعزيز الكفاءة والاستدامة، وتحسين جودة الحياة لسكان وزوار المنطقة.

وأكد المغلوث أن الملتقى يأتي برؤية أعمق وطموح أوسع، ورسالة تهدف إلى تعزيز التكامل بين الجهات المعنية في قطاع النقل والبنية التحتية، من خلال استعراض المشاريع القائمة وتوسيع الشراكات بين القطاعين العام والخاص، ومنها طرح مشروع المخطط الاستراتيجي للنقل العام بالمنطقة الشرقية، باعتباره أحد المشاريع الاستراتيجية التي تهدف إلى إعداد خطة النقل العام بالمنطقة الشرقية وفق قرار مجلس الوزراء رقم (680)، والإطار التنظيمي لمشاريع النقل العام، إلى جانب تحديث استراتيجية الطرق بالمنطقة، ويشمل إعداد مخطط استراتيجي متكامل للنقل لكافة المدن والمحافظات ضمن نطاق هيئة تطوير المنطقة الشرقية، وإعداد مخطط استراتيجي للطرق حتى عام 2050، إضافة إلى مبادرات نوعية مثل أنظمة النقل الذكية (ITS) وخطة التنقل لكأس العالم 2034.

وفي ختام الحفل، كرّم أمير المنطقة الشرقية الجهات المشاركة والداعمة وشركاء النجاح.

The Emir of the Eastern Province, Chairman of the Eastern Province Development Authority, Prince Saud bin Nayef bin Abdulaziz, today, Sunday, in the presence of the Deputy Emir of the Eastern Province, Vice Chairman of the Authority, and Chairman of the Executive Committee, Prince Saud bin Bandar bin Abdulaziz, inaugurated the second edition of the Roads and Transport Forum, organized by the Eastern Province Development Authority in partnership with the Eastern Province Municipality and the Gulf Cooperation Council Roads and Transport Engineering Association, under the title: “We Move Steadily… Towards a Future that Aligns with Our Vision”.

The Emir of the Eastern Province praised the significant support provided by the wise leadership to all sectors of development, particularly the transport sector, as it represents a fundamental pillar and an effective driver of economic development, as well as a supportive element for the integration of the service system and enhancing the efficiency of cities.

Prince Saud bin Nayef confirmed that the Eastern Province is progressing in implementing qualitative development projects in the transport sector, within an approach based on integration among relevant entities, and building effective partnerships that contribute to the development of infrastructure, enhancing traffic safety, and improving the quality and efficiency of mobility, positively reflecting on the lives of citizens and residents, and enhancing the competitiveness of the region and its developmental role.

The Emir of the Eastern Province witnessed the signing of a memorandum of understanding between the Authority and the Second Airports Consortium, aimed at enhancing joint cooperation in exploring and studying the feasibility of licensing and operating helicopter landing sites within the Eastern Province, in addition to discussing opportunities for implementing advanced air transport solutions, and studying the feasibility of implementing advanced air mobility solutions using electric vertical takeoff and landing (eVTOL) aircraft and Short Takeoff & Landing (STOL) aircraft, which use short runways for takeoff and landing, within the sites designated by both parties to enhance regional connectivity, in accordance with the regulations of the General Authority of Civil Aviation.

The signing of a cooperation agreement between the General Transport Authority and Dammam Airports was also sponsored, aiming to achieve cooperation and partnership in connecting King Fahd International Airport in Dammam with cities in the Eastern Province via buses, contributing to the development of services and enhancing the travel experience for passengers.

The ceremony witnessed the launch of the Eastern Province Transport Studies Portal, which represents a qualitative shift towards automating the review and approval processes for traffic studies of major projects and plans, contributing to improving efficiency, speeding up procedures, and enhancing the level of coordination and integration among the relevant entities in the Eastern Province.

The Eastern Province Secretary, Engineer Fahd bin Mohammed Al-Jubair, delivered a speech during the ceremony, in which he explained that the Eastern Province Municipality manages an urban road network extending for thousands of kilometers, serving millions of users daily, noting that recent years have seen the implementation and development of several strategic projects in roads and intersections, addressing traffic congestion, and improving traffic safety, in addition to working in coordination with relevant entities to develop smart transport solutions, enhance traffic efficiency, and reduce travel time.

The Acting CEO of the Authority, Dr. Talal bin Nabil Al-Maghlouth, also delivered a speech, expressing his gratitude and appreciation to the Emir of the Eastern Province, Chairman of the Authority, for his continuous sponsorship and support, affirming that this sponsorship contributes to enhancing efficiency and sustainability, and improving the quality of life for residents and visitors of the region.

Al-Maghlouth confirmed that the forum comes with a deeper vision and broader ambition, and a message aimed at enhancing integration among the relevant entities in the transport and infrastructure sector, by reviewing existing projects and expanding partnerships between the public and private sectors, including the proposal for the strategic public transport plan for the Eastern Province, as one of the strategic projects aimed at preparing the public transport plan for the Eastern Province in accordance with Cabinet Resolution No. (680), and the regulatory framework for public transport projects, in addition to updating the road strategy for the region, which includes preparing a comprehensive strategic plan for transport for all cities and governorates within the scope of the Eastern Province Development Authority, and preparing a strategic plan for roads until 2050, in addition to qualitative initiatives such as Intelligent Transport Systems (ITS) and the mobility plan for the 2034 World Cup.

At the end of the ceremony, the Emir of the Eastern Province honored the participating and supporting entities and partners of success.
