تمثل الانتخابات المحلية المقررة في مايو القادم اختباراً لرئيس الوزراء البريطاني كير ستارمر وحزب العمال الحاكم، وسط نقص في التمويل، بحسب ماكشفت وكالة «بلومبيرغ».

الحزب لا يملك المال الكافي

واعتبرت أن ستارمر أعطى تفسيراً مقلقاً عندما منع عمدة مانشستر آندي بورنهام من الترشح لمقعد في البرلمان، إذ قال إن حزب العمال لا يملك المال الكافي لخوض الانتخابات التعويضية لشغل المقعد الذي سيخلو في حال ترشحه.

وبعد منع بورنهام، لفت ستارمر إلى العبء المالي لخوض انتخابات جديدة لمنصب العمدة، قائلاً: «إجراء انتخابات لعمدة مانشستر عندما لا تكون ضرورية سيحوّل مواردنا بعيداً عن الانتخابات التي يجب أن نخوضها وأن نفوز بها».

وتُعد مشكلات التمويل أمراً شائعاً للأحزاب السياسية البريطانية في هذه المرحلة من الدورة الانتخابية، إذ تتركز التبرعات والإنفاق حول الانتخابات العامة. إلا أن اللافت هو أن حزباً حاكماً يشهد هذا التراجع الحاد في شعبيته بعد فوزه الكاسح في الانتخابات.

وانتقل حزب العمال من تحقيق أغلبية ساحقة في يوليو 2024 إلى مزاحمة حزب المحافظين على المركز الثاني في استطلاعات الرأي خلف حزب «الإصلاح»، مع اقتراب حزبَي الخضر والديموقراطيين الليبراليين.

منافس شعبي محتمل

ويعتقد سياسيون أن الدافع الأساسي لستارمر كان الحيلولة دون صعود منافس شعبي محتمل، فإن القلق بشأن الوضع المالي للحزب الحاكم يتصاعد منذ أشهر.

وتستعد وستمنستر الآن لمؤشر مبكر على نتائج مايو، إذ من المقرر إجراء الانتخابات الفرعية في دائرة جورتون ودنتون، التي مُنع بورنهام من الترشح فيها، والمقررة في 26 فبراير.

ويتنافس حزب «الخضر»، الذي دفع بهانا سبنسر التي تعمل في السباكة، وحزب «الإصلاح»، الذي دفع بالأكاديمي المثير للجدل ماثيو جودوين إلى كسر هيمنة حزب العمال في دائرة فاز بها بسهولة في 2024.

وقال بورنهام في تصريحات لـBBC هذا الأسبوع إنه «يشعر بأن حزب العمال قد أضر بفرصه في الفوز بعرقلة ترشيحه».

استنزاف خزائن العمال

وقال مسؤولون إن خزائن حزب العمال استُنزفت بشدة قبيل انتخابات محلية حاسمة، وهو ضَعف قد يكون له أثرٌ مدمر على فرص رئيس الوزراء في البقاء في منصبه، تماماً كما كان لتمكين بورنهام.

ومع تراجع تأييد حزب العمال إلى نحو 20% وسط مشهد سياسي منقسم، تراجع دعم المتبرعين من قطاع الأعمال والأعضاء والنقابات، ما ترك الحزب من دون الموارد اللازمة لضمان نتائج الانتخابات المحلية في مايو التي يحتاجها ستارمر لاستعادة زخمه وإقصاء المنافسين المحتملين الآخرين لقيادته.

الخوف من هزيمة مماثلة

ويتمثل الخطر بالنسبة لستارمر في أن يحقق حزب العمال نتائج سيئة في التصويت المحلي كما حدث قبل عام، عندما خسر نحو ثلثي المقاعد التي كان يدافع عنها.

ومع خشية نواب الحزب في البرلمان من هزيمة مماثلة في الانتخابات العامة العامة المقررة في أغسطس 2029، تنامى البحث داخل الحزب عن شخصية بديلة قادرة على تحسين حظوظه.

ومع وعد زعيم حزب الإصلاح البريطاني الشعبوي نايجل فاراج، المتصدر في استطلاعات الرأي، بالإنفاق بسخاء على الانتخابات المحلية، فإن أزمة السيولة لدى حزب العمال قد تحسم مصير الحزب، وربما مصير ستارمر نفسه.

الاستغناء عن الإنفاق الرقمي

من جانبه، قال مؤسس وكالة الاتصالات الإستراتيجية (89up) مايكل هاريس: «إذا كان الحزب يعاني شحاً في الموارد، فإن أول ما يتم الاستغناء عنه هو الإنفاق الرقمي. وإذا لم يكن لدى حزب العمال ذلك، فهم يخوضون هذه الانتخابات من دون غطاء».

يذكر أن حزب العمال أنهى العام 2024 برصيد لا يتجاوز 3.4 مليون جنيه إسترليني (4.7 مليون دولار) في ميزانيته العمومية، وهو أدنى مستوى له منذ عقد، بعد عام استثنائي فاز فيه بأغلبية كاسحة في الانتخابات العامة وجمع أموالاً قياسية، لكنه أنفق أيضاً على نحو غير مسبوق.

وتشير دلائل إلى استمرار أزمة التمويل بعد آخر حسابات حزب العمال، ومن بينها تجميد التوظيف داخل الحزب.

The party lacks sufficient funds

It was noted that Starmer gave a concerning explanation when he prevented Manchester Mayor Andy Burnham from running for a parliamentary seat, stating that the Labour Party does not have enough money to contest the by-elections for the seat that would become vacant if he were to run.

After blocking Burnham, Starmer pointed to the financial burden of holding new elections for the mayoralty, saying: “Holding elections for the Mayor of Manchester when they are not necessary will divert our resources away from the elections we need to contest and win.”

Funding issues are common for British political parties at this stage of the electoral cycle, as donations and spending are concentrated around general elections. However, what is striking is that a ruling party is experiencing this sharp decline in popularity after its overwhelming victory in the elections.

The Labour Party has shifted from achieving a landslide majority in July 2024 to competing with the Conservative Party for second place in opinion polls behind the Reform Party, with the Green Party and Liberal Democrats closing in.

A potential popular rival

Politicians believe that Starmer’s primary motivation was to prevent the rise of a potential popular rival, as concerns about the financial situation of the ruling party have been escalating for months.

Westminster is now preparing for an early indicator of the May results, as by-elections are scheduled in the Gorton and Denton constituency, where Burnham was prevented from running, set for February 26.

The Green Party is fielding Hannah Spencer, who works in plumbing, and the Reform Party is putting forward the controversial academic Matthew Goodwin to break the Labour Party’s dominance in a constituency it won easily in 2024.

Burnham stated in remarks to the BBC this week that he “feels that the Labour Party has harmed his chances of winning by blocking his candidacy.”

Draining Labour’s coffers

Officials have said that the Labour Party’s coffers have been severely drained ahead of crucial local elections, a weakness that could have a devastating impact on the Prime Minister’s chances of remaining in office, just as it did with Burnham’s candidacy.

With Labour’s support dwindling to around 20% amid a divided political landscape, backing from business donors, members, and unions has also declined, leaving the party without the resources needed to secure the local election results in May that Starmer needs to regain momentum and eliminate other potential rivals for his leadership.

Fear of a similar defeat

The danger for Starmer is that Labour performs poorly in the local vote as it did a year ago, when it lost about two-thirds of the seats it was defending.

With party MPs in Parliament fearing a similar defeat in the general elections scheduled for August 2029, the search within the party for an alternative figure capable of improving its fortunes has intensified.

With the populist leader of the Reform Party, Nigel Farage, leading in the polls and promising to spend generously on local elections, Labour’s liquidity crisis could determine the fate of the party, and perhaps Starmer himself.

Cutting back on digital spending

For his part, Michael Harris, founder of the strategic communications agency (89up), said: “If the party is suffering from a resource shortage, the first thing to be cut is digital spending. If Labour does not have that, they are contesting these elections without a safety net.”

It is noted that the Labour Party ended 2024 with a balance of just £3.4 million ($4.7 million) in its balance sheet, the lowest level in a decade, after an exceptional year in which it won a landslide majority in the general elections and raised record funds, but also spent unprecedentedly.

There are indications that the funding crisis will continue after the Labour Party’s latest accounts, including a hiring freeze within the party.
