فتح الاتحاد الأوروبي، اليوم (الخميس) تحقيقًا رسميًا مع منصة التواصل الاجتماعي «سناب شات» (المملوكة لشركة سناب الأمريكية SNAP.N)، على خلفية مخاوف تتعلق بعدم اتخاذ إجراءات كافية لحماية الأطفال من الاستغلال ومنع انتشار المحتوى غير القانوني.

ويأتي هذا التحقيق في إطار تطبيق قانون الخدمات الرقمية، الذي يفرض على المنصات الرقمية الكبرى تشديد الرقابة على المحتوى الضار وغير القانوني، مع التهديد بفرض غرامات قد تصل إلى 6% من إجمالي إيراداتها السنوية العالمية في حال عدم الامتثال.

وقالت المفوضة الأوروبية للشؤون التقنية ومسؤولة التكنولوجيا في الاتحاد الأوروبي هينا فيركونن، إن المؤشرات الحالية تُظهر أن التطبيق قد لا يفي بالمعايير المطلوبة، مشيرة إلى مخاطر تشمل استدراج الأطفال، والتعرض لمنتجات غير قانونية، إضافة إلى إعدادات حسابات قد تُضعف مستوى الأمان بالنسبة للقُصّر.

من جانبها، أكدت الشركة المالكة للتطبيق أنها تعمل بشكل مستمر على مراجعة وتعزيز أنظمة الحماية، مشيرة إلى تعاونها الكامل مع المفوضية الأوروبية، والتزامها بالشفافية والعمل وفق معايير السلامة التي يفرضها القانون.

وأوضحت المفوضية الأوروبية، المسؤولة عن تنفيذ التشريعات، أنها تشك في أن المنصة لا تمتلك ضمانات كافية لمنع تواصل المستخدمين مع أطفال بغرض الاستغلال الجنسي أو الأنشطة الإجرامية.

كما أبدت المفوضية مخاوف بشأن فعالية أدوات الإشراف على المحتوى، معتبرة أنها لا تنجح في الحد من انتشار معلومات تتعلق ببيع منتجات غير قانونية مثل المخدرات، أو سلع مقيّدة بالعمر مثل السجائر الإلكترونية والكحول.

وفي تطور متصل، أعلنت المفوضية أنها ستتولى التحقيق الذي بدأته السلطات الهولندية في سبتمبر الماضي، والمتعلق ببيع السجائر الإلكترونية للأطفال عبر التطبيق.

وتشمل نقاط القلق الأوروبية أيضًا نظام التحقق من العمر الذي يعتمد على التصريح الذاتي، والذي وصفه المنظمون بأنه غير كافٍ، إلى جانب إعدادات الحساب الافتراضية التي لا توفر الحماية المطلوبة، وآليات الإبلاغ عن ما يُعرف بـ«الأنماط المظلمة» في تصميم التطبيق، والتي قد تؤثر سلبًا على تجربة المستخدم وسلامته.

ويضع هذا التحقيق منصة Snapchat أمام اختبار حقيقي لمدى التزامها بالقواعد الأوروبية الصارمة، في وقت تتزايد فيه الضغوط على شركات التكنولوجيا لحماية المستخدمين، خاصة الأطفال، من المخاطر الرقمية المتنامية.

The European Union opened a formal investigation today (Thursday) into the social media platform “Snapchat” (owned by the American company SNAP.N), amid concerns about insufficient measures to protect children from exploitation and prevent the spread of illegal content.

This investigation is part of the enforcement of the Digital Services Act, which requires major digital platforms to tighten oversight of harmful and illegal content, with the threat of fines that could reach 6% of their total global annual revenue in case of non-compliance.

European Commissioner for Technical Affairs and EU Technology Chief Helena Verkoenen stated that current indicators show that the application may not meet the required standards, pointing to risks including the grooming of children, exposure to illegal products, as well as account settings that may weaken the level of security for minors.

For its part, the company that owns the application confirmed that it is continuously working to review and enhance its protection systems, noting its full cooperation with the European Commission and its commitment to transparency and compliance with the safety standards mandated by law.

The European Commission, responsible for implementing legislation, expressed doubts that the platform has sufficient safeguards to prevent users from contacting children for sexual exploitation or criminal activities.

The Commission also raised concerns about the effectiveness of content moderation tools, considering that they do not succeed in curbing the spread of information related to the sale of illegal products such as drugs, or age-restricted items like e-cigarettes and alcohol.

In a related development, the Commission announced that it would take over the investigation initiated by Dutch authorities last September, concerning the sale of e-cigarettes to children through the application.

European concerns also include the age verification system based on self-declaration, which regulators described as inadequate, along with default account settings that do not provide the necessary protection, and reporting mechanisms for what is known as “dark patterns” in the app’s design, which may negatively impact user experience and safety.

This investigation places Snapchat in a real test of its compliance with strict European rules, at a time when pressure is increasing on technology companies to protect users, especially children, from growing digital risks.
