في رسالة هي الثانية لمجلس الأمن الدولي منذ اندلاع الحرب، حذّر وزير الخارجية الإيراني عباس عراقجي من تداعيات خطيرة لأي استهداف عسكري لمحطة بوشهر النووية.

وأوضح أن مثل هذا السيناريو قد يؤدي إلى تسرب كميات كبيرة من المواد المشعة، بما يشكل تهديداً مباشراً للبيئة والسكان داخل إيران وخارجها، مبيناً أن الولايات المتحدة وإسرائيل نفذتا هجمات ضد منشآت نووية إيرانية.

وقال عراقجي: «هذه الهجمات تمثل انتهاكاً صارخاً للقانون الدولي وميثاق الأمم المتحدة، فضلاً عن مخالفتها النظام الأساسي للوكالة الدولية للطاقة الذرية»، مشيراً إلى أن محطة بوشهر تُعد منشأة نووية عاملة تحتوي على آلاف الكيلوغرامات من المواد النووية. وأضاف: «أي إصابة مباشرة لها قد تؤدي إلى إطلاق كميات كبيرة جداً من المواد المشعة في البيئة، بينما قد يؤدي استهداف خطوط إمداد الطاقة الخاصة بها إلى تعطّل أنظمة التبريد، ومن ثم احتمالية انصهار قلب المفاعل وانتشار الإشعاعات على نطاق واسع»، مبيناً أن استهداف المنشآت النووية، حتى في سياق النزاعات، محظور بموجب قواعد القانون الدولي الإنساني، نظراً لما تنطوي عليه من مخاطر جسيمة تتجاوز حدود الدولة المستهدفة، وتمتد إلى الأمن والسلامة الإقليميين والدوليين.

وأشار إلى أن مثل هذه الهجمات لا تنتهك فقط القواعد الإنسانية، بل تمس أيضاً القانون الدولي البيئي، نظراً لاحتمال إحداث أضرار واسعة النطاق وطويلة الأمد في البيئة الطبيعية.

ودعا عراقجي مجلس الأمن إلى اتخاذ إجراءات فورية وحاسمة لإدانة هذه الهجمات، وإلزام الجهات المسؤولة بوقفها فوراً، مع التأكيد على ضرورة ضمان عدم تكرارها وتعويض الأضرار الناجمة عنها.

وأكد وزير الخارجية الإيراني أن استمرار استهداف المنشآت النووية السلمية من شأنه تقويض نظام عدم الانتشار النووي، وإضعاف مصداقية المؤسسات الدولية المعنية، ما يشكل تهديداً مباشراً للسلم والأمن الدوليين.

وكان عراقجي قد وجه رسالة لمجلس الأمن في الأيام الأولى للحرب طالب فيها بتعويض بلاده عن الأضرار التي لحقت بها جراء الهجمات الأمريكية والإسرائيلية.

In a message that is the second to the United Nations Security Council since the outbreak of the war, Iranian Foreign Minister Abbas Araghchi warned of serious repercussions for any military targeting of the Bushehr nuclear power plant.

He explained that such a scenario could lead to the release of large quantities of radioactive materials, posing a direct threat to the environment and populations both inside and outside Iran, indicating that the United States and Israel have carried out attacks against Iranian nuclear facilities.

Araghchi stated: “These attacks represent a blatant violation of international law and the United Nations Charter, as well as contravening the statutes of the International Atomic Energy Agency,” pointing out that the Bushehr plant is an operational nuclear facility containing thousands of kilograms of nuclear materials. He added: “Any direct hit on it could lead to the release of very large amounts of radioactive materials into the environment, while targeting its power supply lines could disrupt cooling systems, leading to the potential meltdown of the reactor core and widespread radiation release,” noting that targeting nuclear facilities, even in the context of conflicts, is prohibited under the rules of international humanitarian law, given the serious risks it poses that extend beyond the borders of the targeted state and impact regional and international security and safety.

He pointed out that such attacks not only violate humanitarian rules but also infringe upon environmental international law, due to the potential for causing widespread and long-term damage to the natural environment.

Araghchi called on the Security Council to take immediate and decisive action to condemn these attacks and to compel the responsible parties to cease them immediately, emphasizing the need to ensure they are not repeated and to compensate for the damages caused.

The Iranian Foreign Minister affirmed that the continued targeting of peaceful nuclear facilities would undermine the nuclear non-proliferation regime and weaken the credibility of the relevant international institutions, posing a direct threat to international peace and security.

Araghchi had previously sent a message to the Security Council in the early days of the war, demanding compensation for his country for the damages incurred due to the American and Israeli attacks.
