بأمر ملكي.. تأسيس «جامعة الرياض للفنون» لتعزيز التعليم الإبداعي وصناعة الكفاءات الثقافية – أخبار السعودية
صدر أمرٌ ملكي يقضي باعتماد تأسيس جامعة الرياض للفنون وفق نظامها الخاص، على أن يكون مقرها في مدينة الرياض، لتكون جامعة متخصصة في مجالات الثقافة والفنون تحت إشراف وزارة الثقافة، في خطوة تعكس الاهتمام المتنامي بتطوير القطاع الثقافي وتعزيز التعليم المتخصص في المجالات الإبداعية بالمملكة.
دعم القيادة للقطاع الثقافي
يأتي تأسيس الجامعة امتداداً لما توليه القيادة الرشيدة من عناية واهتمام بتطوير القطاع الثقافي، وتعزيز منظومة التعليم المتخصص في مجالات الثقافة والفنون، بما يسهم في إعداد الكفاءات الوطنية القادرة على الإبداع والابتكار في مختلف التخصصات الفنية.
ومن المنتظر أن تسهم الجامعة في توفير بيئة تعليمية متقدمة تدعم الحراك الثقافي، وتعزز نمو الصناعات الثقافية والإبداعية، بما يتوافق مع مستهدفات رؤية المملكة 2030.
جامعة مستقلة وبرامج بمعايير عالمية
وستكون جامعة الرياض للفنون مؤسسة تعليمية مستقلة تتمتع بالشخصية الاعتبارية والاستقلال المالي والإداري، وستقدم برامج أكاديمية متخصصة في مجالات الثقافة والفنون وفق أفضل الممارسات العالمية في التعليم الفني والثقافي.
وتهدف هذه البرامج إلى تأهيل كوادر وطنية قادرة على الإسهام في تطوير القطاعات الثقافية والإبداعية، بما يعزز مكانة المملكة مركزاً ثقافياً وإبداعياً في المنطقة.
تفويض مؤقت لوزير الثقافة
وتضمن الأمر الملكي تفويض وزير الثقافة بممارسة اختصاصات مجلس أمناء الجامعة إلى حين تشكيله وفق نظامها الأساسي، بما يضمن استكمال الإجراءات التنظيمية والإدارية اللازمة لبدء أعمال الجامعة وتمكينها من أداء مهماتها الأكاديمية والتعليمية.
شراكات دولية لتطوير التعليم الفني
ومن المتوقع أن تبني الجامعة منظومة تعليمية متقدمة قائمة على الشراكات الأكاديمية مع مؤسسات تعليمية دولية مرموقة، بما يعزز تبادل الخبرات الأكاديمية وتطوير البرامج التعليمية، ويواكب التطورات العالمية في التعليم الثقافي والفني.
ضمن أفضل 50 جامعة فنية عالمياً
وكان وزير الثقافة الأمير بدر بن عبدالله بن فرحان كشف في كلمة ألقاها خلال مؤتمر الاستثمار الثقافي 2025 تفاصيل المشروع، مؤكداً أن جامعة الرياض للفنون ستسهم في رفد القطاع الثقافي بكفاءات وطنية مبدعة، مع تطلعها إلى أن تكون ضمن قائمة أفضل 50 جامعة متخصصة في الثقافة والفنون عالمياً.
تعليم يجمع بين النظرية والتطبيق
وبحسب وزارة الثقافة، تسعى الجامعة إلى الريادة في التعليم الإبداعي بالشراكة مع مؤسسات أكاديمية دولية رائدة في التخصصات الثقافية، كما ستقدم برامج تعليمية تجمع بين الجانبين النظري والتطبيقي، إضافة إلى مناهج دراسية تعنى بتنمية المواهب الفنية.
وتستند رؤية الجامعة إلى بناء مهارات معرفية ملهمة للأجيال القادمة، عبر الجمع بين الثقافة والوعي وتمكين الطلبة من اكتشاف مواهبهم وتطويرها، بما يعزز الإبداع والتبادل الثقافي.
13 كلية تغطي مختلف الفنون
وتضم الجامعة 13 كلية للفنون تغطي تخصصات متعددة، من بينها المسرح والموسيقى والإدارة الثقافية والفنون البصرية والتصوير والفنون الرقمية وتاريخ الفن.
ومن المقرر أن تنطلق الدفعة الأولى عبر 3 كليات رئيسية: كلية المسرح والفنون الأدائية، كلية الموسيقى، وكلية الفنون.
كما ستقدم برامج تعليمية في مختلف الدرجات الأكاديمية، تشمل الدبلوم والبكالوريوس والدبلوم العالي والماجستير والدكتوراه، إضافة إلى البرامج القصيرة.
30 ألف طالب بحلول 2040
وتستهدف الجامعة استقبال 30 ألف طالب بحلول عام 2040، كما تخطط لتدريب 1500 معلم لدعم منظومة التعليم الثقافي والفني في المملكة.
ويقع مقر الجامعة في حي عرقة بمدينة الرياض، إذ ستشكل منصة تعليمية متخصصة تسهم في تنمية المواهب الوطنية وتعزيز حضور المملكة في المشهد الثقافي والإبداعي العالمي.
A royal decree has been issued to establish the Riyadh University of Arts according to its own system, with its headquarters in the city of Riyadh, to be a specialized university in the fields of culture and arts under the supervision of the Ministry of Culture. This step reflects the growing interest in developing the cultural sector and enhancing specialized education in creative fields in the Kingdom.
Leadership Support for the Cultural Sector
The establishment of the university is an extension of the care and attention that the wise leadership gives to developing the cultural sector and enhancing the specialized education system in the fields of culture and arts, contributing to the preparation of national competencies capable of creativity and innovation in various artistic disciplines.
The university is expected to contribute to providing an advanced educational environment that supports cultural movement and enhances the growth of cultural and creative industries, in line with the objectives of the Kingdom’s Vision 2030.
An Independent University with Global Standards Programs
The Riyadh University of Arts will be an independent educational institution with legal personality and financial and administrative independence, offering specialized academic programs in the fields of culture and arts according to the best global practices in artistic and cultural education.
These programs aim to qualify national cadres capable of contributing to the development of cultural and creative sectors, enhancing the Kingdom’s position as a cultural and creative hub in the region.
Temporary Delegation to the Minister of Culture
The royal decree includes delegating the Minister of Culture to exercise the powers of the university’s Board of Trustees until it is formed according to its basic system, ensuring the completion of the necessary organizational and administrative procedures to commence the university’s operations and enable it to perform its academic and educational missions.
International Partnerships to Develop Technical Education
The university is expected to build an advanced educational system based on academic partnerships with prestigious international educational institutions, enhancing the exchange of academic experiences and developing educational programs, keeping pace with global developments in cultural and artistic education.
Among the Top 50 Art Universities Worldwide
The Minister of Culture, Prince Badr bin Abdullah bin Farhan, revealed details of the project in a speech delivered during the Cultural Investment Conference 2025, confirming that the Riyadh University of Arts will contribute to enriching the cultural sector with creative national competencies, aspiring to be among the list of the top 50 universities specialized in culture and arts globally.
Education that Combines Theory and Practice
According to the Ministry of Culture, the university aims to lead in creative education in partnership with leading international academic institutions in cultural disciplines. It will also offer educational programs that combine both theoretical and practical aspects, in addition to curricula that focus on developing artistic talents.
The university’s vision is based on building inspiring cognitive skills for future generations by combining culture and awareness, enabling students to discover and develop their talents, thereby enhancing creativity and cultural exchange.
13 Colleges Covering Various Arts
The university includes 13 colleges of arts covering multiple specialties, including theater, music, cultural management, visual arts, photography, digital arts, and art history.
The first batch is scheduled to launch through three main colleges: the College of Theater and Performing Arts, the College of Music, and the College of Arts.
It will also offer educational programs at various academic levels, including diploma, bachelor’s, higher diploma, master’s, and doctoral degrees, in addition to short programs.
30,000 Students by 2040
The university aims to welcome 30,000 students by 2040 and plans to train 1,500 teachers to support the cultural and artistic education system in the Kingdom.
The university’s headquarters is located in the Arqah neighborhood of Riyadh, and it will serve as a specialized educational platform that contributes to developing national talents and enhancing the Kingdom’s presence in the global cultural and creative scene.
