أكد المجلس الوزاري لمجلس التعاون لدول الخليج العربية، احتفاظ دول المجلس بحقها القانوني في الرد، واتخاذ كافة الإجراءات التي تحفظ سيادتها وأمنها واستقرارها.

وعقد المجلس الوزاري اجتماعه الاستثنائي الخمسين عبر الاتصال المرئي، أمس (الأحد) برئاسة رئيس الدورة الحالية للمجلس الوزاري لمجلس التعاون لدول الخليج العربية، وزير الخارجية البحريني الدكتور عبداللطيف الزياني، بحضور وزير الخارجية السعودي الأمير فيصل بن فرحان، ووزير الدولة بوزارة الخارجية الإماراتية خليفة شاهين المرر، ووزير الخارجية العماني بدر البوسعيدي ورئيس مجلس الوزراء وزير الخارجية القطري الشيخ محمد بن عبد الرحمن بن جاسم آل ثاني، ووزير الخارجية الكويتي الشيخ جراح الجابر الأحمد الصباح والأمين العام لمجلس التعاون لدول الخليج جاسم البديوي.

وناقش المجلس الوزاري الهجمات الإيرانية بالصواريخ والطائرات المسيرة على الإمارات والبحرين والسعودية وعمان وقطر والكويت، التي بدأت (السبت)، والأضرار الكبيرة التي نتجت عن الهجمات الإيرانية الغادرة على هذه الدول، وما استهدفته من منشآت مدنية ومواقع خدمية ومناطق سكنية، وما سببته من أضرار مادية كبيرة، وتهديد لأمن وسلامة وحياة المواطنين والمقيمين فيها، وترويع للآمنين من الأهالي والمقيمين.

كما ناقش المجلس الإجراءات والخطوات اللازمة لتنسيق الجهود الرامية إلى إعادة الأمن والاستقرار وتحقيق السلام في المنطقة، معبرين عن رفضهم وإدانته بأشد العبارات لهذه الاعتداءات الإيرانية الآثمة التي استهدفت دول مجلس التعاون، بالإضافة إلى الأردن، في انتهاك خطير لسيادة هذه الدول، ولمبادئ حسن الجوار، ومخالفة واضحة للقانون الدولي وميثاق الأمم المتحدة مهما كانت الذرائع والمبررات، فضلاً عن أن استهداف المدنيين والأعيان المدنية يشكل خرقاً جسيماً لقواعد القانون الدولي الإنساني.

وعبّر المجلس عن التضامن الكامل بين دول المجلس ووقوفها صفاً واحداً للتصدي لهذه الاعتداءات، مشدداً على أن أمن دوله كلٌ لا يتجزأ، وأن أي اعتداء تتعرض له أي دولة عضو هو اعتداء مباشر على كافة دول المجلس، وفقاً للنظام الأساسي لمجلس التعاون واتفاقية الدفاع المشترك.

وشدد المجلس على احتفاظ دول المجلس بحقها القانوني في الرد، وفقاً للمادة (51) من ميثاق الأمم المتحدة التي تكفل حق الدفاع عن النفس للدول فردياً وجماعياً في حال تعرضها للعدوان، واتخاذ كافة الإجراءات التي تحفظ سيادتها وأمنها واستقرارها.

وأشاد المجلس بكفاءة وجاهزية القوات المسلحة ومنظومات الدفاع الجوي في الدول الأعضاء التي تصدت للهجمات الصاروخية والطائرات المسيرة وتعاملت معها باحترافية عالية، وأسهمت في تحييد التهديد والحد من آثاره وحماية الأرواح والمنشآت والمقدرات الحيوية.

وأكد المجلس الوزاري أنه في ضوء هذا العدوان الإيراني غير المبرر على دول المجلس فإنها ستتخذ جميع الإجراءات اللازمة للذود عن أمنها واستقرارها وحماية أراضيها ومواطنيها والمقيمين فيها بما في ذلك خيار الرد على العدوان.

وقال بيان المجلس: «على الرغم من المساعي الدبلوماسية العديدة التي بذلتها دول مجلس التعاون لتجنب التصعيد، وبالرغم من تأكيدها على عدم استخدام أراضيها بشن أي هجوم على إيران إلا أن الأخيرة استمرت في تنفيذ عمليات عسكرية تجاه دول مجلس التعاون طالت العديد من المنشآت المدنية والسكنية».

وشدد المجلس الوزاري على ضرورة الوقف الفوري لهذه الهجمات، لاستعادة الأمن والسلام والاستقرار في المنطقة، مؤكداً على أهمية الحفاظ على الأمن الجوي والبحري والممرات المائية في المنطقة، وسلامة سلاسل الإمداد، وضمان استقرار أسواق الطاقة العالمية.

وأشار إلى أن استقرار منطقة الخليج العربي ليس مسألة إقليمية فحسب بل هو ركيزة أساسية لاستقرار الاقتصاد العالمي والملاحة البحرية.

وطالب المجلس الوزاري المجتمع الدولي بإدانة تلك الاعتداءات واستنكارها بشدة، داعياً مجلس الأمن إلى تحمل مسؤولياته باتخاذ موقف فوري وحازم لمنع هذه الانتهاكات التي تعرّض حياة السكان للخطر وعدم تكرارها، لما لها من تداعيات خطيرة على السلم الإقليمي والدولي.

وأعرب المجلس الوزاري عن شكر الدول الأعضاء وتقديرها للدول الشقيقة والصديقة التي أدانت الاعتداءات الإيرانية واستنكرتها وأعربت عن تضامنها ووقوفها مع دول المجلس، وتأييدها لما تتخذه دول المجلس من إجراءات لحماية سيادتها وأمنها واستقرارها.

ونوه المجلس إلى أن دول مجلس التعاون كانت دائماً داعية للحوار والمفاوضات وحل كافة القضايا مع إيران، مشيداً بدور سلطنة عمان في هذا الشأن.

وأكد المجلس على أهمية مسار الحوار والدبلوماسية للعلاقات بين الدول، وأن هذا المسار هو السبيل الوحيد لتجاوز الأزمة الراهنة والحفاظ على أمن المنطقة وسلامة شعوبها، لافتاً إلى أن أي تصعيد من شأنه أن يقوّض الأمن الإقليمي، ويجر المنطقة إلى مسارات خطيرة ستكون لها تداعيات كارثية على الأمن والسلم الدوليين.

وعبر المجلس في ختام الاجتماع عن خالص التعازي وبالغ المواساة لذوي الضحايا، وصادق التمنيات للمصابين بالشفاء العاجل.

The Ministerial Council of the Gulf Cooperation Council affirmed the member states’ legal right to respond and to take all measures that preserve their sovereignty, security, and stability.

The Ministerial Council held its extraordinary fiftieth meeting via video conference yesterday (Sunday), chaired by the current president of the Ministerial Council of the Gulf Cooperation Council, Bahraini Foreign Minister Dr. Abdullatif bin Rashid Al Zayani, with the attendance of Saudi Foreign Minister Prince Faisal bin Farhan, UAE Minister of State for Foreign Affairs Khalifa Shaheen Al Marar, Omani Foreign Minister Badr bin Hamad bin Hamood Al Busaidi, Qatari Prime Minister and Foreign Minister Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, Kuwaiti Foreign Minister Sheikh Jareh Al-Ahmad Al-Sabah, and GCC Secretary-General Jassim Al-Budaiwi.

The Ministerial Council discussed the Iranian missile and drone attacks on the UAE, Bahrain, Saudi Arabia, Oman, Qatar, and Kuwait, which began on Saturday, and the significant damages resulting from these treacherous Iranian attacks on these countries, targeting civilian facilities, service sites, and residential areas, causing substantial material damage, threatening the security, safety, and lives of citizens and residents, and terrorizing the peaceful residents.

The Council also discussed the necessary measures and steps to coordinate efforts aimed at restoring security and stability and achieving peace in the region, expressing their rejection and condemnation in the strongest terms of these wrongful Iranian aggressions targeting the GCC states, in addition to Jordan, in a serious violation of the sovereignty of these countries, the principles of good neighborliness, and a clear breach of international law and the United Nations Charter, regardless of the excuses and justifications, emphasizing that targeting civilians and civilian objects constitutes a grave violation of the rules of international humanitarian law.

The Council expressed complete solidarity among the member states and their unified stance in confronting these aggressions, stressing that the security of each member state is indivisible, and that any aggression against any member state is a direct aggression against all GCC states, in accordance with the GCC’s founding charter and the joint defense agreement.

The Council emphasized the member states’ retention of their legal right to respond, in accordance with Article (51) of the United Nations Charter, which guarantees the right to self-defense for states individually and collectively in the event of aggression, and to take all measures that preserve their sovereignty, security, and stability.

The Council praised the efficiency and readiness of the armed forces and air defense systems in the member states that confronted the missile and drone attacks and dealt with them with high professionalism, contributing to neutralizing the threat and mitigating its effects, and protecting lives, facilities, and vital resources.

The Ministerial Council confirmed that in light of this unjustified Iranian aggression against the GCC states, they will take all necessary measures to defend their security and stability and protect their territories, citizens, and residents, including the option of responding to the aggression.

The Council’s statement said: “Despite the numerous diplomatic efforts made by the GCC states to avoid escalation, and despite their affirmation of not using their territories to launch any attack on Iran, the latter continued to carry out military operations against the GCC states, targeting many civilian and residential facilities.”

The Ministerial Council stressed the necessity of an immediate cessation of these attacks, to restore security, peace, and stability in the region, emphasizing the importance of maintaining air and maritime security and waterway safety in the region, the safety of supply chains, and ensuring the stability of global energy markets.

It pointed out that the stability of the Arabian Gulf region is not only a regional issue but is a fundamental pillar for the stability of the global economy and maritime navigation.

The Ministerial Council called on the international community to condemn and strongly denounce these aggressions, urging the Security Council to assume its responsibilities by taking an immediate and firm stance to prevent these violations that endanger the lives of the population and to ensure that they are not repeated, due to their serious implications for regional and international peace.

The Ministerial Council expressed its gratitude and appreciation to the brotherly and friendly countries that condemned and denounced the Iranian aggressions and expressed their solidarity and support for the GCC states, endorsing the measures taken by the GCC states to protect their sovereignty, security, and stability.

The Council noted that the GCC states have always been advocates of dialogue and negotiations to resolve all issues with Iran, commending the role of the Sultanate of Oman in this regard.

The Council emphasized the importance of dialogue and diplomacy in relations between states, stating that this path is the only way to overcome the current crisis and maintain the security of the region and the safety of its peoples, pointing out that any escalation would undermine regional security and drag the region into dangerous paths that would have catastrophic implications for international peace and security.

In conclusion, the Council expressed its sincere condolences and deep sympathy to the families of the victims, and its best wishes for a speedy recovery to the injured.
