في عصر يوم الجمعة الماضي، وعلى طريق الملك فهد بالعاصمة الرياض، أجواء جمالية رائعة، غيوم متناثرة ورشات من المطر وحركة سير خفيفة زحام، ولا إزعاج في الطريق، تشهد حركة متجهة من السكان إلى أطراف العاصمة الرياض لنزهات ورحلات خاصة، بعض المناظر تكدر المنظر وتعصر القلب خوفاً من أن يحدث سوء لسيارات أمامك أو بجانبك. ما أتحدث عنه هو بعض العوائل في سياراتهم التي بها فتحات سقف تجد رؤوساً صغيرة تطل منها بفرح ومتعة والهواء يحرك شعورهم ويسعدهم بالراحة بهذه التجربة التي اعتبرها خطيرة جداً؛ حيث إن أغلب من يقومون بهذه الحركة هم من الصغار والأطفال وأهاليهم معهم بالسيارة والجو كله فرح وحيوية، ولكن قد يتغير الوضع في لحظة، ونجد هذه الأجساد والأرواح البريئة ضحية لحوادث غير متوقعة، وتكون النتائج كارثية وإنسانية وحزينة، للأسف أشاهد هؤلاء الصغار وهم واقفون من خلال سقف السيارة، ولا تستطيع أن تنبه أهاليهم عن خطورة ذلك، والمرور والجهات الأمنية يفترض أن تكون حازمة في التعامل مع هذه التصرفات، فالحب من الأهل لا يعني السماح بممارسات قد تكون مميتة لهذه الفئة التي هي أمانة في أعناق الأهل، ولا أحد يزايد بحبهم والحرص عليهم أكثر منهم، ولكن من الحب والدلال ما قتل في التهاون في رصد والحد من هذه التصرفات، والغريب أنني أشاهد سيارة فقط يخرج من سقفها رأس طفل، وفي لحظات تجد سيارات أخرى بدأت تظهر فيها نفس الحالة، وكأن هذه التصرفات السلبية تنتقل بالتقليد والمحاكاة بين سائقي السيارات.

كثير من الدراسات تظهر أن عدم وجود ربط حزام الأمان للصغار وعدم وجود كراسي مخصصة للأطفال دون الخامسة تزيد من نسبة الوفيات والإصابات بنسب مرتفعة جداً، للأسف عندنا تجد الأطفال يجلسهم الآباء والأمهات في المقاعد الأمامية بدون ربط حزام الأمان على الأقل، والنتائج تكون وفيات أو إصابات شديدة بسبب طبيعة وزن جسم الطفل في حالة وقوع الحوادث المرورية، أعتقد أن المرور متساهل مع بعض هذه السلوكيات الخطرة من قبل البعض.. فلا يكفي التوعية بل الغرامة المالية كما تطبق المخالفات المرورية الأخرى مثل عدم ربط حزام الأمان للكبار، أو استخدام الجوال أثناء القيادة فكلها مراقبة آلياً، فلماذا لا تستخدم هذه التقنية في حماية الصغار أثناء القيادة، وللدلالة على خطورة هذا السلوك نشر كرسي أرامكو للسلامة في جامعة الإمام عبدالرحمن بن فيصل دراسة حول هذا الموضوع، وأكدت الدراسة أن استخدام مقاعد الأطفال تخفّض الوفيات عند الأطفال الرضع بنسبة تصل إلى ٧١٪؜ كما تقلل الإصابات والحاجة للمستشفيات بنسبة مقاربة لذلك، وكشفت نفس الدراسة أن الحوادث المرورية تعد السبب الأكبر لوفيات الأطفال بالمملكة بنسبة تصل إلى 40%، مبينة أن 50% من الوفيات في حوادث السيارات بين الأطفال الصغار تحدث نتيجة تجاهل استخدام المقاعد المخصصة لهم لمن أعمارهم أقل من خمس سنوات.

Last Friday afternoon, on King Fahd Road in the capital Riyadh, the atmosphere was wonderfully aesthetic, with scattered clouds, light rain showers, and light traffic congestion, without any noise on the road. There was a noticeable movement of residents heading to the outskirts of Riyadh for picnics and special trips. Some scenes marred the view and squeezed the heart in fear of an accident happening to the cars in front of or beside you. What I am talking about is some families in their cars with sunroofs, where small heads peek out joyfully, enjoying the breeze that lifts their spirits and brings them comfort in this experience, which I consider very dangerous; as most of those engaging in this behavior are children, with their families in the car, and the atmosphere is filled with joy and vitality. However, the situation can change in an instant, and we find these innocent bodies and souls becoming victims of unexpected accidents, with catastrophic, humanitarian, and sad results. Unfortunately, I see these little ones standing through the car roof, and you cannot warn their families about the danger of that. The traffic authorities and security agencies should be strict in dealing with these behaviors, as parental love does not mean allowing practices that could be fatal for this group, which is a trust in the hands of their parents. No one loves and cares for them more than their families do, but love and indulgence can lead to negligence in monitoring and limiting these actions. Strangely, I see a car with only a child’s head sticking out of the roof, and in moments, I find other cars starting to show the same situation, as if these negative behaviors are spreading through imitation among drivers.

Many studies show that the lack of seatbelt use for children and the absence of designated seats for children under five significantly increase the rates of fatalities and injuries at very high rates. Unfortunately, we find parents seating their children in the front seats without at least buckling them in, and the results are fatalities or severe injuries due to the nature of a child’s body weight in the event of traffic accidents. I believe that traffic authorities are lenient regarding some of these dangerous behaviors by some individuals. Awareness is not enough; there should also be financial penalties, just as other traffic violations are enforced, such as not wearing seatbelts for adults or using mobile phones while driving, all of which are monitored automatically. So why not use this technology to protect children while driving? To illustrate the danger of this behavior, Aramco’s Safety Chair at Imam Abdulrahman bin Faisal University published a study on this topic, confirming that the use of child seats reduces fatalities among infants by up to 71%, and it also decreases injuries and the need for hospitals by a similar percentage. The same study revealed that traffic accidents are the leading cause of child fatalities in the Kingdom, accounting for up to 40%, indicating that 50% of fatalities in car accidents among young children occur due to neglecting to use the seats designated for those under five years old.
