كندا تهدد OpenAI بتعديلات عاجلة بعد مذبحة «تمبلر ريدج» – أخبار السعودية
لوّحت الحكومة الكندية بفرض تعديلات تشريعية على شركة OpenAI إذا لم تبادر سريعاً إلى تعزيز بروتوكولات السلامة الخاصة بها، بعد حادثة إطلاق نار مروّعة شهدتها مقاطعة كولومبيا البريطانية أخيراً.
وبحسب وكالة «رويترز»، كشف مسؤول حكومي رفيع أمس (الأربعاء) أن وزراء كنديين أبلغوا الشركة بوضوح أن التغييرات المطلوبة يجب أن تُنفذ على وجه السرعة، وإلا فإن أوتاوا ستتدخل عبر تشريع ملزم.
استدعاء فريق السلامة
وجاء ذلك بعد استدعاء فريق السلامة في OpenAI إلى اجتماع رسمي الثلاثاء، عقب إقرار الشركة بأنها لم تتواصل مع الشرطة بشأن حساب على ChatGPT كان يعود لمشتبه بها في تنفيذ هجوم جماعي.
تفاصيل المذبحة
وتُشتبه الشابة جيسي فان روتسيلار (18 عاماً) بقتل ثمانية أشخاص يوم 10 فبراير، بينهم والدتها وأخوها غير الشقيق (11 عاماً)، ثم انتقلت إلى مدرسة «تمبلر ريدج» الثانوية وقتلت خمسة طلاب ومعلماً، قبل أن تنتحر، كما أصيب أكثر من 25 شخصاً آخرين في الحادثة التي هزت بلدة تمبلر ريدج الصغيرة، التي يبلغ عدد سكانها نحو 2400 نسمة.
رد OpenAI
وأوضحت OpenAI أنها كانت قد حظرت الحساب العام الماضي بسبب انتهاكات للسياسات، لكنها اعتبرت أن النشاط المسجل لا يرقى إلى المعايير الداخلية التي تستوجب إبلاغ جهات إنفاذ القانون. كما أشارت لاحقاً إلى أنها حظرت الحساب في 2025 بعدما رصدت استخداماً يُصنّف ضمن «إساءة استخدام النماذج لدعم أنشطة عنيفة»، ورغم دراسة خيار التواصل مع الشرطة، خلصت الشركة إلى أن الحساب لم يستوفِ عتبة الخطر الوشيك.
رسائل واضحة من الحكومة
قال وزير العدل الكندي شون فريزر إن الرسالة التي نُقلت إلى الشركة كانت «واضحة لا لبس فيها»، مضيفاً أن الحكومة تتوقع تنفيذ تغييرات ملموسة سريعاً، وإلا ستتولى إدخال التعديلات اللازمة بنفسها.
كما شدد رئيس الوزراء مارك كارني على أن السلطات ستستكشف «إلى أقصى حد يسمح به القانون» أي إجراءات كانت يمكن أن تمنع المأساة أو تحول دون تكرارها مستقبلاً.
تعزيز إجراءات السلامة
وأشار وزير الذكاء الاصطناعي الفيدرالي إيفان سولومون إلى ضرورة ضمان قيام أي شركة تمتلك مؤشرات خطر مماثلة بإبلاغ الجهات المختصة، مؤكداً اهتمام الحكومة بإعادة طرح مشروع قانون لمكافحة خطاب الكراهية عبر الإنترنت، لكن بإجراءات أكثر تحديداً وتركيزاً هذا العام.
وأكدت OpenAI أنها ستطلع الحكومة قريباً على الخطوات الإضافية لتعزيز إجراءات السلامة ومنع إساءة استخدام تقنياتها.
The Canadian government has hinted at imposing legislative changes on OpenAI if it does not quickly enhance its safety protocols, following a horrific shooting incident recently witnessed in British Columbia.
According to Reuters, a senior government official revealed yesterday (Wednesday) that Canadian ministers clearly informed the company that the required changes must be implemented urgently, or Ottawa would intervene through mandatory legislation.
Calling the Safety Team
This came after OpenAI’s safety team was summoned to an official meeting on Tuesday, following the company’s admission that it had not contacted the police regarding a ChatGPT account belonging to a suspect in a mass shooting.
Details of the Massacre
18-year-old Jesse Van Rotselaar is suspected of killing eight people on February 10, including her mother and her half-brother (11 years old), before moving to “Tumbler Ridge” Secondary School where she killed five students and a teacher, before committing suicide. More than 25 others were injured in the incident that shook the small town of Tumbler Ridge, which has a population of about 2,400.
OpenAI’s Response
OpenAI clarified that it had banned the account last year due to policy violations, but it considered that the recorded activity did not meet the internal standards that would require notifying law enforcement. It later noted that it banned the account in 2025 after detecting usage classified as “misuse of models to support violent activities,” and despite considering the option of contacting the police, the company concluded that the account did not meet the threshold for imminent danger.
Clear Messages from the Government
Canadian Justice Minister Sean Fraser stated that the message conveyed to the company was “clear and unequivocal,” adding that the government expects tangible changes to be implemented quickly, or it will take the necessary amendments itself.
Prime Minister Mark Carney emphasized that authorities would explore “to the fullest extent permitted by law” any measures that could have prevented the tragedy or could prevent its recurrence in the future.
Enhancing Safety Measures
Federal Artificial Intelligence Minister Ivan Solomon pointed out the necessity for any company with similar risk indicators to inform the relevant authorities, confirming the government’s interest in reintroducing a bill to combat online hate speech, but with more specific and focused measures this year.
OpenAI confirmed that it would soon inform the government of additional steps to enhance safety measures and prevent the misuse of its technologies.
