شدد وزير التعليم الفني والتدريب المهني اليمني الدكتور أنور كلشات المهري، على أن السعودية تلعب دوراً محورياً وحاسماً في الحفاظ على استقرار اليمن، مؤكدا أنه دورها ينبع من روابط الأخوة العميقة.
وقال في حوار مع «عكاظ» بعد تعيينه في الموقع الجديد بأن جهود السعودية ساهمت بشكل مباشر في كبح جماح الانفلات الأمني ومنع انزلاق البلاد نحو صراعات أكثر تعقيداً.

نركز على استعادة دور الوزارة
** ما هي أولوياتكم في المرحلة القادمة؟
* نركز على استعادة الدور المحوري لوزارة التعليم الفني والتدريب المهني؛ فبعد سنوات من الدمج، ندرك اليوم أكثر من أي وقت مضى أهمية هذه الوزارة في رفد سوق العمل بالكوادر المؤهلة.
إن هدفنا على المدى القريب هو استكمال البناء المؤسسي، عبر تأهيل كادر الوزارة وتوفير بيئة عمل ملائمة تمكننا من الاضطلاع بمهماتنا بكفاءة عالية؛ إذ لا يمكن تنفيذ الخطط والبرامج الطموحة إلا بوجود كادر مؤهل وإمكانيات لوجستية وفنية متكاملة. كما سنعمل على إجراء مسوحات ودراسات علمية لدراسة وضع الوزارة ومؤسساتها لإجراء تقييم للوضع الراهن ورسم خطة مستقبلية لتحقيق نهضة مستدامة لهذا القطاع المهم سواءً على مستوى الكادر البشري أو التجهيزات والبنية التحتية.
سنعمل أيضاً على دراسة وضع المناهج الحالية وتقييمها لوضع برامج و خطط تطويرية تواكب التطور المستمر في سوق العمل لتكون المخرجات على قدر عالٍ من التأهيل و الكفاءة.
كما أننا سنعكس كل ماسبق في موازنة عامة للوزارة سنقدمها لمجلس الوزراء و سنعمل على إعداد مشاريع وبرامج يتم تسويقها للمنظمات وللمانحين خلال الفترة القادمة.
الإدارة الفعالة للموارد المتاحة
** كيف ستواجهون العقبات والصعاب، وما هي أدواتكم للتغلب عليها؟
* تظهر القراءة الأولية لوضع الوزارة تحديات جسيمة، أبرزها شح الإمكانيات، ومحدودية الموازنات، وتقادم التجهيزات والبنية التحتية التي تحتاج إلى تحديث شامل لتواكب المتطلبات المتسارعة لسوق العمل محلياً وإقليمياً. أداتنا في مواجهة ذلك هي الإدارة الفعالة للموارد المتاحة، والعمل الدؤوب، والشفافية. نحن ننطلق برؤية قوية لتجاوز هذه التحديات، ويحدونا الأمل بأن هذه المرحلة هي «مرحلة التعافي» الشامل لكافة مؤسسات الدولة. كما أننا نثق بدور الأشقاء في السعودية الداعم والمساند لعمل الحكومة والذي سيكون حجر الزواية في نجاح هذه الحكومة خلال المرحلة القادمة.
المستقبل يرتكز على التنمية والاستقرار
** وماهي رؤيتكم للمستقبل الذي ينشده المواطن اليمني؟
* لقد تجرع المواطن اليمني مرارة المعاناة نتيجة الحرب التي فرضتها الجماعة الحوثية، والتي كانت سبباً رئيساً في التدهور الاقتصادي والخدمي. لكننا اليوم، وبفضل الإرادة الصادقة للقيادة السياسية والحكومة، نرى مستقبلاً يرتكز على التنمية والاستقرار. هذا المستقبل يستند إلى شراكة إستراتيجية ووقفة أخوية صادقة من أشقائنا في المملكة العربية السعودية، الذين قدموا وما زالوا يقدمون الدعم اللامحدود لليمن وشعبه، إيماناً منهم بوحدة المصير وحسن الجوار.

** ماهي نظرتكم إلى الجهود التي تبذلها المملكة من أجل تهدئة الأوضاع في اليمن؟.

** كيف تقيمون دعم مركز الملك سلمان للإغاثة والأعمال الإنسانية والبرنامج السعودي لتنمية وإعمار اليمن؟
* ما يقدمه «مركز الملك سلمان» و«البرنامج السعودي لإعمار اليمن» يمثل نموذجاً رائداً في العمل الإنساني والتنموي. هذا الدعم لا يقتصر على المساعدات العاجلة، بل يمتد لبناء واستدامة القطاعات الحيوية كالكهرباء، الصحة، والتعليم، والطرقات. إنها جهود جبارة تلامس حياة المواطن البسيط بشكل مباشر وتساهم في إعادة نبض الحياة للمدن اليمنية.
توفير بيئة تعليمية مناسبة للطلاب
** ما هي أبرز المشاريع الجاري تنفيذها لتطوير التعليم الفني؟.
* نعمل حالياً على استئناف التواصل مع المنظمات والصناديق العربية والدولية لتفعيل المشاريع المتعثرة التي توقفت بسبب الأزمة وأبرزها الصنوق الكويتي والصندوق السعودي والمنظمات الدولية المانحة. ومن خلال التواصلات السابقة للحكومة التي نجحت في إعادت تفعيل تمويل مشروع تجهيز 12 كلية مجتمع في المحافظات المحررة بتمويل من الصندوق الكويتي للتنمية؛ وهو مشروع سيحدث نقلة نوعية في تحديث المختبرات والوسائل التعليمية، مما يوفر بيئة تعليمية تليق بطلابنا والذي سيتم تدشينه قريباً باذن الله.
التنمية في بيئة يسودها السلام
** ما هي رسالتكم للشعب اليمني بخصوص المستقبل والحياة الكريمة؟
* رسالتي هي أن قطار التنمية لا يتحرك إلا في بيئة يسودها السلام. لقد استنزفت الصراعات والمناكفات طاقاتنا وأعادتنا سنوات إلى الوراء. علينا اليوم أن ندرك أننا جميعاً في «سفينة واحدة»، والوطن يتسع لكل أبنائه. لنتفرغ للبناء، ولنستلهم من تجارب دول الجوار التي حققت نهضتها بتمسكها بالأمن والاستقرار. حان الوقت لنبذل جهدنا في البناء لضمان حياة كريمة للأجيال القادمة.
مؤتمر الرياض يخدم القضية الجنوبية
** ما هي توقعاتكم لمؤتمر الرياض للقيادات والشخصيات الجنوبية؟
* يمثل مؤتمر الرياض فرصة تاريخية ومنصة حضارية لأبناء الجنوب لصياغة رؤية مشتركة تخدم قضيتهم العادلة عبر الحوار لا العنف. إن رعاية السعودية لهذا الحوار تجعل منها ضامناً أساسياً لتنفيذ مخرجاته. نحن نؤمن بأن الحوار «الجنوبي-الجنوبي» الذي دعا إليه رئيس مجلس القيادة الرئاسي الدكتور رشاد العليمي هو الطريق الأمثل والوحيد للوصول إلى حلول عادلة وشاملة للقضية الجنوبية. وقد عبرنا عن تأييدنا لدعوة الحوار في حينه لإيماننا العميق بأهمية الحوار والتشاور في هذه المرحلة الفارقة في تاريخ بلادنا.
The Yemeni Minister of Technical Education and Vocational Training, Dr. Anwar Kulshat Al-Mahri, emphasized that Saudi Arabia plays a pivotal and decisive role in maintaining stability in Yemen, affirming that its role stems from deep bonds of brotherhood.
In an interview with “Okaz” after his appointment to the new position, he stated that Saudi efforts have directly contributed to curbing security chaos and preventing the country from slipping into more complex conflicts.
Al-Mahri added that without Saudi Arabia’s wise intervention to support legitimacy, the cost of the conflict would have been much heavier on the social and national fabric. He pointed out that what the King Salman Center and the Saudi program for the reconstruction of Yemen provide represents a pioneering model in humanitarian and developmental work. We Focus on Restoring the Ministry’s Role
** What are your priorities for the upcoming phase?
* We focus on restoring the pivotal role of the Ministry of Technical Education and Vocational Training; after years of merging, we realize today more than ever the importance of this ministry in supplying the labor market with qualified personnel.
Our short-term goal is to complete institutional building by qualifying the ministry’s staff and providing a suitable work environment that enables us to carry out our tasks with high efficiency; ambitious plans and programs cannot be implemented without a qualified staff and integrated logistical and technical capabilities. We will also work on conducting surveys and scientific studies to assess the ministry and its institutions to evaluate the current situation and draw a future plan to achieve sustainable development for this important sector, both at the level of human resources and equipment and infrastructure.
We will also study the current curricula and evaluate them to develop programs and plans that keep pace with the continuous evolution in the labor market so that the outputs are of high qualification and efficiency.
We will reflect all of the above in a general budget for the ministry that we will present to the Cabinet, and we will work on preparing projects and programs to be marketed to organizations and donors in the coming period.
Effective Management of Available Resources
** How will you face obstacles and difficulties, and what are your tools to overcome them?
* The initial reading of the ministry’s situation reveals serious challenges, the most prominent of which are the scarcity of resources, limited budgets, and outdated equipment and infrastructure that need comprehensive updating to keep pace with the accelerating demands of the labor market locally and regionally. Our tool in facing this is the effective management of available resources, diligent work, and transparency. We are starting with a strong vision to overcome these challenges, and we hope that this phase is the “phase of comprehensive recovery” for all state institutions. We also trust in the supportive role of our brothers in Saudi Arabia, which will be a cornerstone in the success of this government during the upcoming phase.
The Future is Based on Development and Stability
** What is your vision for the future that the Yemeni citizen aspires to?
* The Yemeni citizen has tasted the bitterness of suffering due to the war imposed by the Houthi group, which has been a major cause of economic and service deterioration. However, today, thanks to the sincere will of the political leadership and the government, we see a future based on development and stability. This future relies on a strategic partnership and a sincere brotherly stand from our brothers in the Kingdom of Saudi Arabia, who have provided and continue to provide unlimited support to Yemen and its people, believing in a shared destiny and good neighborliness.

** What is your perspective on the efforts made by the Kingdom to calm the situation in Yemen?
* The Kingdom of Saudi Arabia plays a pivotal and decisive role in maintaining stability in Yemen; a role that stems from deep bonds of brotherhood. Saudi efforts have directly contributed to curbing security chaos and preventing the country from slipping into more complex conflicts. Had it not been for the wise intervention of our brothers to support legitimacy, the cost of the conflict would have been much heavier on the social and national fabric.
Saudi Arabia Touches the Lives of Citizens
** How do you evaluate the support of the King Salman Center for Relief and Humanitarian Works and the Saudi program for the Development and Reconstruction of Yemen?
* What the “King Salman Center” and the “Saudi Program for the Reconstruction of Yemen” provide represents a pioneering model in humanitarian and developmental work. This support is not limited to urgent assistance but extends to building and sustaining vital sectors such as electricity, health, education, and roads. These are tremendous efforts that directly touch the lives of ordinary citizens and contribute to reviving the pulse of life in Yemeni cities.
Providing a Suitable Educational Environment for Students
** What are the most prominent projects currently being implemented to develop technical education?
* We are currently working on resuming communication with Arab and international organizations and funds to activate stalled projects that stopped due to the crisis, most notably the Kuwaiti Fund, the Saudi Fund, and international donor organizations. Through previous communications, the government succeeded in reactivating the funding for the project to equip 12 community colleges in the liberated provinces, funded by the Kuwaiti Fund for Development; this project will bring about a qualitative shift in updating laboratories and educational tools, providing an educational environment worthy of our students, which will be inaugurated soon, God willing.
Development in an Environment of Peace
** What is your message to the Yemeni people regarding the future and a decent life?
* My message is that the train of development only moves in an environment of peace. Conflicts and disputes have drained our energies and set us back years. We must today realize that we are all in a “single boat,” and the homeland accommodates all its sons. Let us focus on building, and let us draw inspiration from the experiences of neighboring countries that achieved their renaissance by adhering to security and stability. It is time for us to exert our efforts in building to ensure a decent life for future generations.
The Riyadh Conference Serves the Southern Cause
** What are your expectations for the Riyadh Conference for southern leaders and figures?
* The Riyadh Conference represents a historic opportunity and a civilized platform for the people of the south to formulate a common vision that serves their just cause through dialogue, not violence. Saudi Arabia’s sponsorship of this dialogue makes it a key guarantor for implementing its outcomes. We believe that the “Southern-Southern” dialogue called for by the President of the Presidential Leadership Council, Dr. Rashad Al-Alimi, is the best and only way to reach just and comprehensive solutions to the southern cause. We have expressed our support for the call for dialogue at the time, believing deeply in the importance of dialogue and consultation in this pivotal stage in our country’s history.
